star this property answer text <p>The UK Government is concerned by allegations of incitement in the Palestinian Authority (PA) curriculum, and Minister of State Alistair Burt raised these issues with the PA Minister for Education again, on 21 January 2019. The PA Minister confirmed that he was willing to take into account the findings of an expert textbook review. star this property answer text <p>DFID has agreed that Search for Common Ground (SFCG) should select the research partner through a closed selection process because the processes involved in an open competition would place sensitive information about existing programme activities into the public domain. Our risk assessment indicates that this information could be used to target future programme activities, individual participants, or local staff involved in the management of the programme, and so we took this decision in order to uphold the aid principle to do no harm.</p><p> </p><p>DFID received the bids from SFCG on 17 March 2019, and the evaluation panel comprehensively reviewed the bids and concluded that they did not sufficiently address the scope of work required for the People for Peaceful Change research piece. DFID is currently in the middle of agreeing an alternative option to effectively deliver a comprehensive and robust research element to this programme. We will release an interim update on the research piece to update MPs by the end of April.</p>

star this property answer text <p>The UK strongly condemns any language or actions that could stir up hatred and prejudice. Our support to the Palestinian Authority (PA) is underpinned by a Memorandum of Understanding which requires the PA to commit to adhere to the principle of non-violence and to tackle language and avoid actions that could incite violence or hatred. We have held meetings with the PA that will inform the 2019 assessment, which we are currently finalising. The UK regularly raises allegations of incitement in the education sector in our conversations with the PA, and had a detailed discussion on this topic as recently as 21 March 2019.</p> more like this

star this property answer text <p>DFID has spent £7.69m to-date since financial year 2015/16 on rule of law initiatives in Pakistan which are funded through the Conflict Stability and Security Fund (CSSF). This has supported work to improve the justice system in Pakistan for citizens.</p><p>HMG makes robust use of the oversees security and justice assessment (OSJAs) process to manage any human rights risks arising from security and justice assistance delivered overseas. A risk assessment has therefore been carried out on the DFID led work in Pakistan. OSJAs include a UK assessment of the human rights situation in a country at a given time and are regularly updated to inform exposure to risk and adjust programme delivery to reduce that risk if necessary. OSJAs therefore need to be candid about the situation in order to work. Placing them in the public domain could prejudice relations between the UK and another state, the interests of the UK abroad or the promotion or protection by the UK of its interests abroad.</p> more like this

We are striving to ensure that every project we spend British taxpayers’ money on contributes to both reducing poverty in the developing country and to the UK national interest, for example by tackling multiple drivers of poverty and instability.</p><p> </p><p>We are committed to improving the effectiveness and transparency of UK aid to ensure we are attaining maximum impact from our aid budget. In the 2015 Aid Strategy, the government made a commitment to aim for all UK government departments to be ranked as ‘Good’ or ‘Very Good’ in the Aid Transparency Index by 2020. The Independent Commission for Aid Impact (ICAI) has the remit to provide independent scrutiny of the impact and value for money of all UK Government aid spending and reports its finding to Parliament’s International Development Committee.</p> more like this

star this property answer text <p>Our HIV/AIDS research focuses on HIV prevention technologies and understanding the structural drivers/factors that can increase HIV infection. Underpinning these themes is the need for strong health systems, to deliver services to those who need it.</p><p> </p><p>Our product development research portfolio includes the International Partnership for Microbicides (IPM). IPM is developing the first long-acting HIV prevention (containing an antiretroviral drug) designed for women, a self-initiated female prevention product.</p><p> </p><p>Research into the root causes of HIV and how best to tackle them are being addressed through the Tackling the Structural Drivers of HIV (STRIVE) and the recently completed Evidence for HIV Prevention in Southern Africa (EHPSA) projects.</p><p> </p><p>The results of this research have the potential to increase adherence to treatment and reduce drug resistance. It will help some of the most poor and vulnerable people, and will be of benefit to people in all countries affected by HIV/AIDS including the UK.</p><p> </p><p>DFID is also supporting the scale-up of long-acting technologies through our funding to Unitaid. Unitaid is a global health initiative which aims to improve access to medicines, diagnostics and preventative commodities for people affected by HIV/AIDS, TB and malaria in lower income countries. The Unitaid board has recently approved development of grants to drive innovation and rollout of the rich pipeline of long-acting technologies for HIV and other diseases.</p>

Each Department is responsible for supporting, resourcing, and reporting against achievement of the SDGs, as appropriate to its mandate. The UK’s upcoming Voluntary National Review will provide a snapshot of the UK’s contribution to Global Goal 5, both domestically and internationally, and will be underpinned by data to ensure that it is robust and credible. The UK played an instrumental role in advocating for the inclusion of Goal 5 in the Sustainable Development Goals and is a world leader in supporting international progress against the targets under this Goal.</p> more like this
