	answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>Official Development Assistance (ODA) is defined by the OECD Development Assistance Committee as resource flows to developing countries and multilateral organisations, which are provided by official agencies, for example the UK Government or its executive agencies.</p><p> </p><p>Under the definition, a total of £1,567 million of UK ODA was provided in loans in 2017. Of the total, DFID provided £21 million in bilateral loans to developing countries and £820 million for a multilateral loan to the World Bank in 2017. A non-DFID multilateral loan of £726 million was also provided to the International Monetary Fund in 2017. 	answer	answer is ministerial correction date of answer 28/01/2019 answer text <p>The UK has a zero-tolerance approach to fraud and robust controls against the diversion of aid to ensure that funds are used only for their intended purpose. These include due diligence assessments of our partners, mapping of funds through the delivery chain, regular programme monitoring and annual audits.</p><p> </p><p>DFID’s programme <em>Supporting Economic Empowerment and Development in the Occupied Palestinian Territories (SEED OPTs)</em> has several components, working on trade facilitation and customs, water and energy, and helping the PA and Israel to abide by their obligations under the Paris Protocol. Work with the Palestinian Authority in the water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. Through this framework, funds will flow from the trust fund to dedicated accounts that will be managed by the PA in accordance with rules established by the World Bank.</p><p> </p><p>Alongside a range of other safeguards, all components will be subject to financial audits. The terms of reference of the audits will vary depending on the component, however all independent financial audits provide assurance to DFID that the expenditure of funds will only be on agreed programme activities. DFID champions democratic values at the international level. For example, the inclusion of a specific Goal 16 on inclusive, peaceful societies in the 2030 Agenda. We have scaled up our support to the Open Government Partnership’s global work and launched a new Transparency Agenda in 2018 promoting civic engagement in decision-making. And we have recently agreed a new centrally managed programme supporting the Westminster Foundation for Democracy to promote inclusive, democratic politics in a range of developing countries.</p><p> </p><p>DFID promotes democratic institutions and politics in many of our focus countries, alongside the Foreign &amp; Commonwealth Office, through support to build effective parliaments, and political parties; and empower civil society to hold governments to account. Between 2010 and 2015 we supported freer and fairer elections in 13 countries in which 162 million people voted. We have recently written to all of our partners to remind them of their responsibility to provide their own mechanisms for reporting and investigating suspicions and/or allegations of sexual violence. Wherever these relate to a DFID programme we also expect that our partners report those to us in a timely manner. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>DFID provides significant support to protect children from violence around the world in both development and humanitarian contexts. Funding is delivered directly through child protection programming, as well as through wider education, nutrition, health, economic development and social protection programming. Current examples of support include providing £5 million to the Global Partnership to End Violence Against Children that is driving international progress towards Sustainable Development Goal 16.2 and on which the Secretary of State is a board member, £26 million to a Regional Programme in Asia targeting the worst forms of child labour and £29.7 million to Education Cannot Wait, a global fund for education in emergencies which has protection at its centre.</p><p> </p><p>There are currently no codes or markers within the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD) database that allow for the systematic identification and tracking of all spending on protecting children from violence.
