Climate and environment risks and opportunities are considered as part of DFID’s programing to ensure it supports climate resilience and lower carbon growth to eradicate poverty. The capacity of DFID staff to do this has been developed through DFID’s ‘Future Fit’ programme which has worked with all DFID spending departments to develop climate plans.</p><p> </p><p> </p><p>In addition, the UK’s flagship International Climate Fund (ICF) has been used to integrate climate issues in DFID programmes in climate vulnerable sectors such as forestry, water, agriculture and disaster management. This will apply to all government ODA spend including through cross-government funds. HM Treasury and DFID will co-chair a working group, reporting to ministers, in order to ensure value for money. DFID officials are working with HM Treasury to agree the remit of this working group. All government departments and funds spending ODA will be invited to attend the group. The group will meet for the first time in spring 2016. In addition, DFID reports UK ODA to the OECD and is responsible for reporting to Parliament on whether the 0.7 per cent GNI/ODA target is met. The National Security Strategy and Strategic Defence and Security Review 2015 (SDSR) underlined the importance the Government attaches to upholding international humanitarian law and to the prevention of mass atrocities through effective implementation of the UN agreed principle of the Responsibility to Protect.</p><p>The Government’s overseas network, strong international partnerships, and early warning mechanisms give the UK significant insight into emerging risks. HMG also produces an internal risk report on countries at risk of instability, which highlights regions in which there are increasing risks of instability, conflict and mass atrocities. The report draws on a wide range of sources and includes indicators that highlight the risk of mass atrocities occurring. The data assessment reflects best practice from NGOs and partner governments’ and is kept under regular review. Policy-makers also take into account atrocity risk analysis from partner governments, the UN and NGOs.</p><p>As set out in the SDSR and the UK Aid Strategy, the response to conflict, atrocity and other risks uses diplomatic, development, defence and law enforcement capabilities in an integrated manner. As such, addressing and preventing conflict, instability and state failure is a key priority running through UK aid policies and programmes. 	answer	answer is ministerial correction date of answer 29/03/2016 answer text <p>As set out in the UK aid strategy we are determined to ensure that aid is focussed on tackling the global challenges of our time, in order to eliminate poverty and advance the UK’s national interest. The Department for International Development works with many suppliers and partners to deliver hundreds of individual programmes, often in complex and high risk environments. It has rigorous internal systems and processes to ensure that its aid reaches the intended beneficiaries and delivers the intended results. These are reflected in a detailed programme management framework (known as the Smart Rules) which sets out rules and principles designed to ensure all funding is spent as intended and delivers value for money.</p><p> </p><p>Due Diligence Assessments are undertaken on organisations receiving funding from DFID. The Department also uses delivery chain maps to understand the number and complexity of suppliers involved in a programme and how funds flow to the beneficiaries. These tools allow us to identify, understand and manage potential risks as programmes are delivered and to ensure that funds are properly accounted for. Risk levels are regularly reviewed and programmes closed if risk levels rise too high.</p><p> </p><p>All programmes that are being implemented undergo a rigorous formal annual review which assesses and records whether funds have been used for their intended purposes and the results that have been delivered. Risks or issues identified during the review are recorded, addressed and monitored. In areas of high risk, particularly in fragile and conflict affected areas, the Department often uses monitoring agents, independent audits, and other additional safeguards.</p><p> </p><p>All organisations who receive funding from DFID have to provide evidence about the use of funds, including through annual audited statements. DFID’s Internal Audit Department provides further checks that programme funding reaches the intended recipients and reviews the work of all overseas offices every two years.
