In addition to this funding, where DFID doesn’t have the expertise or resources to deliver a major programme itself, it will work locally with partners who can do this including the EU.</p><p>As set out in DFID's 2015 Statistics on International Development publication, in addition to these fixed ODA contributions, DFID provided £20,378,000 to the EU in 2014 for two infrastructure programmes in Africa. These are both helping to promote trade within Africa and boost local economies, building markets that Britain can trade with which is firmly in our national interest.</p><p><br>In both cases the EU is the best partner with the necessary capacity and technical expertise to carry out these large infrastructure programmes. This government has significantly strengthened these procedures and systems, placing a strong emphasis on ensuring programmes are high quality and deliver value for money and real development impact. Each DFID project is rigorously appraised before approval to establish value for money. During implementation, projects are measured against a robust monitoring framework through mandatory annual reviews to ensure they remain cost effective and are delivering expected outputs, outcomes and development impact. The results of these annual reviews are scored by the managing team and are then monitored through regular management information reports to management and Ministers. We take decisions to exit underperforming programmes and redirect resources into those that deliver poverty reduction and value for money for taxpayers.</p><p>DFID is also committed to generating high quality evidence through independent evaluations which look in detail at the impact that our interventions are having and what lessons can be learnt for the future. We help Turkey address the consequences of the Syria crisis and migration challenges as the country hosts the highest number of refugees in the world, by providing support to refugees in Turkey, jointly with international partners.</p><p>The UK’s bilateral aid programme in India has changed with India’s development. A middle-income country and major trading partner, India is still home to one third of the world’s poorest people. We consider 2014, as the twentieth anniversary and review year of the ICPD, as an important moment to recognise progress and to address remaining gaps and emerging challenges.</p><p> </p><p>We have been fully engaged in the intergovernmental process for the review of the ICPD, including actively participating in the regional and thematic conferences, the 47<sup>th</sup> Commission on Population and Development which took place in April of this year, as well as preparations for the upcoming special session at the United Nations General Assembly in September. The Stockholm Statement of Commitment was the outcome document agreed by participants attending the Sixth International Parliamentarians' Conference on the Implementation of the ICPD Programme of Action, which also took place in April. Official representatives from the UK Government did not participate in the Stockholm parliamentarians' meeting. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The Department for International Development has not directly commissioned studies on the impact of water shortages on migration patterns from the southern hemisphere to northern Europe.</p><p>We recognise climate change and increasing water shortages can combine with other factors to influence migration decisions and therefore fund analytical work to improve the understanding of the impacts of climate change in developing countries. Examples include our work with the Natural Environment Research Council on the Future Climate for Africa Programme and our support to the World Bank’s Water Global Practice, which has produced analyses on the effects of water shortages, including migration. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. The Jordanian Government is currently leading the response in providing assistance.</p><p> </p><p>DFID has provided £18.9m to support UNESCO initiatives in 2018. This includes the UNESCO World Heritage International Assistance Fund from which Petra has received aid in the past.
