star this property answer text <p>We welcomed President Kiir’s November decree calling for unhindered humanitarian access. However, data from the UN Office for the Coordination of Humanitarian Affairs (OCHA) shows that humanitarian aid continues to be obstructed by all parties to the conflict, including the Government of South Sudan. Challenges including levels of violence, physical obstructions to aid delivery and bureaucratic blockages still exist, despite the decree. OCHA reported that, in December 2017 alone, 111 incidents occurred where aid was obstructed, which indicates that the number of incidents has not reduced and that there has been no improvement in access since the decree. The annual total of humanitarian access incidents increased again in 2017 to 1,159, the highest so far.</p><p>We will continue to engage with South Sudan’s leaders at the highest level, asserting pressure together with our international partners, to make clear that they have a direct responsibility to improve access and stop the suffering of their people.</p>

We work with partner governments to help build sustainable social protection systems that are appropriate to the local context. Basic income as a type of social protection is a relatively new policy idea in application to developing countries. We are aware of previous and on-going pilots, and will consider the evidence for poverty reduction and sustainable economic growth as it emerges.</p><p> </p> more like this

star this property answer text <p>The UK is a leading contributor to the health sector in South Sudan, helping to deliver almost 8 million patient consultations last year. The UK is the lead donor to the Health Pooled Fund (HPF), through which we are supporting over 1,000 frontline health centres across South Sudan to improve access to quality health services, including preventing the spread of disease through routine immunisations for children. Last year, the HPF provided almost 5.4 million health consultations to children under 5. Other public health measures include UK funding for the Integrated Community Case Management programme to better identify and treat the main causes of child mortality in local communities.</p> more like this

star this property answer text <p>The UK is proud to support the Africa-led movement to end FGM, which has been instrumental in achieving the significant decline of the practice seen in recent decades – in 1985, 51% of girls around the world aged 15-19 had undergone FGM; today the figure is 37%. We are a global leader on this issue, having made the largest ever donor commitment to ending FGM, and we have galvanised others to take action of their own through our international Girl Summit.</p><p>We continue to support and accelerate the Africa-led movement, and encourage others to step up too, because if current trends in population growth continue the number of girls undergoing FGM will rise significantly over the next 15 years. Support from the UK has been critical to progress so far; in the last three years alone over 18 million people across 16 countries have publically pledged to abandon the practice, two more countries (Nigeria and the Gambia) have made the practice illegal and the largest ever collective of African organisations tackling FGM (600+) has come together to accelerate the Africa-led movement to end the practice.</p>

star this property answer text <p>The UK hosted an international Conference on Somalia in London in May 2017 at which agreements were reached to work to improve security, strengthen Somalia’s political foundations, and help the economy recover in order to put Somalia on the path to peace and prosperity and break the cycle of persistent humanitarian crises. Our efforts in Somalia – including through the UK aid programme – are designed to support progress in all these areas. The UK played a leading role in responding to the 2017 drought and related food security crisis, and will ensure these efforts continue into 2018.</p> more like this

star this property answer text <p>Our humanitarian aid operates under International Humanitarian Law and is provided based on need. As such it is available to people of all faiths and of none. All our partners carry out comprehensive vulnerability assessments to ensure aid is reaching those most in need, including those from religious minorities as it is already recognised that religion may be a factor in causing vulnerability.</p><p>We keep this under close review. For example, we will take on board the outcomes of a roundtable between UNHCR, local faith leaders and faith-based NGOs which was convened in Amman, Jordan by our Embassy officials on 23 January. This forum discussed UNHCR’s systems for ensuring impartiality and assessing vulnerability and protection needs (including resettlement opportunities) for refugee groups of all faiths.</p><p> </p> more like this
