star this property answer text Sudan faces a number of economic challenges. While US economic sanctions were lifted in late 2017, Sudan remains a challenging place to do business. The economic situation has been exacerbated by a shortage of foreign exchange which has resulted in fuel shortages. Sudan is still unable to access international financial assistance, in part due to its arrears to the International Monetary Fund and others and the failure to service its debt. Politically, the UK continues to work with the Government of Sudan to ensure that constitutional and political rights are respected. Sudan remains a Human Rights Priority Country for the Foreign & Commonwealth Office. The UK continues to encourage Sudan to undertake macroeconomic and political reforms, including through the six-monthly Strategic Dialogue with the Government of Sudan. more like this

The Department for International Development (DFID) is a long-term supporter of the International Social and Environmental Accreditation and Labelling Alliance (ISEAL Alliance), the umbrella organisation for standards systems such as Fairtrade, and is one of the founding members of the Living Income Community of Practice. We support the development of standards that help smallholder farmers reach a decent standard of living. DFID also supports the Ethical Trading Initiative, a multi-stakeholder body working with UK food retailers, suppliers, trade unions and civil society to implement International Labour Organisation standards in global value chains, including cocoa.</p><p> </p><p>The UK has a strong history of protecting human rights in business and promoting our values globally. We are committed to upholding the UK’s values, including around labour standards, and will consider the full range of mechanisms available in the design of future trade and investment agreements.</p>

star this property answer text <p>While the UK supports camp closures in line with the Rakhine Advisory Commission recommendations, we are concerned that Government of Myanmar has not granted freedom of movement. We are monitoring the situation closely with the international community and pressing for adherence with global best practice on camp closure.</p><p> </p><p>The UK provides humanitarian aid to all displaced peoples and host communities based on need, regardless of camp closure. The UK has provided £82m of humanitarian aid since 2012 to support internally displaced people (IDP) across Myanmar. Humanitarian access is limited but we are pioneering new ways to remotely manage and monitor the impact of our programmes, while continuing to press for access. We are also providing a further £13.5m development support to IDPs to improve nutrition, skills, and education and amplify the voice of displaced people in policy positions.</p> more like this

star this property answer text <p>We welcomed President Kiir’s November decree calling for unhindered humanitarian access. However, data from the UN Office for the Coordination of Humanitarian Affairs (OCHA) shows that humanitarian aid continues to be obstructed by all parties to the conflict, including the Government of South Sudan. Challenges including levels of violence, physical obstructions to aid delivery and bureaucratic blockages still exist, despite the decree. OCHA reported that, in December 2017 alone, 111 incidents occurred where aid was obstructed, which indicates that the number of incidents has not reduced and that there has been no improvement in access since the decree. The annual total of humanitarian access incidents increased again in 2017 to 1,159, the highest so far.</p><p>We will continue to engage with South Sudan’s leaders at the highest level, asserting pressure together with our international partners, to make clear that they have a direct responsibility to improve access and stop the suffering of their people.</p>

star this property answer text <p>We keep debt levels in sub-Saharan African countries under regular review along with other key macroeconomic indicators. Average debt levels in Sub-Saharan Africa have grown from 28% of GDP in 2010 to 48% in 2018 although this is still significantly lower than the 68% of GDP in 2000. As of 1<sup>st</sup> November 2018, the International Monetary Fund (IMF) classify 6 countries in sub-Saharan Africa as being in debt distress with a further 10 as being at “high risk of debt distress”. DFID remains concerned about rising debt levels in Africa and the UK continues to raise the need for action on this issue, both with international institutions such as the World Bank and IMF and international fora such as the G7 and G20. The relationship between debt and poverty reduction is complex. Every country is different, and we work closely with governments, the IMF, World Bank and other development partners to ensure the impact on poverty is factored into decisions relating to public finance.</p>

star this property answer text <p>We do not allocate money from the ICF specifically to raise awareness of climate change in developing countries.</p><p> </p><p>Nearly all developing countries signed the 2015 Paris Agreement and they continue to be active in the international climate negotiations. The Least Developed Country group (a bloc of 48 nations particularly vulnerable to climate change) were among those calling on the United Nations Secretary General to convene a climate summit in September this year to raise global ambition on tackling climate change. The UK and Egypt, alongside Malawi, Bangladesh, the Netherlands and St Lucia, are leading work to secure international commitments to take more action to help countries cope with climate change impacts.</p><p> </p><p>Developing country governments are already taking action themselves. For example, Bangladesh has introduced a National Resilience Programme to ensure it has the capacity to respond to extreme weather events, and the UK is assisting them with that. Bangladesh is one of the global leaders in cutting the cost and impact of natural disasters.</p>

star this property answer text <p>We continue to closely monitor the humanitarian situation in the Occupied Palestinian Territories (OPTs) and are considering providing further humanitarian support in 2019. Last year we provided £2 million to UNICEF which was included in the 2018 Humanitarian Response Plan for the OPTs. This support has helped reduce the spread of disease in Gaza by disinfecting water in 280 water wells, 48 desalination plants, and 40 water reservoirs.</p><p>We have also recently announced a new package of £2 million to the International Red Cross Committee (ICRC) to support Gaza’s struggling health sector. This funding is contributing to the delivery of surgical equipment, drugs and disposables, wound dressing kits, and rehabilitative prosthetics. It will also help to provide physical rehabilitation services for up to 3,000 disabled people. This support is fully in line with the objectives of the 2019 Humanitarian Response Plan.</p> more like this

star this property answer text <p>We continually monitor and remain deeply concerned about restrictions on movement and access in Gaza, and the impact that this is having on the humanitarian situation. Recognising the challenges, the UK has committed to an extension of support for the UN Access Coordination Unit (ACU) until 2021 which works to facilitate humanitarian access for UN and NGO workers. DFID has also allocated £1.8 million for the Materials Monitoring Unit (MMU) of the Gaza Reconstruction Mechanism (GRM) since it was established in October 2014. The GRM/MMU was set up to facilitate timely access of large amounts of construction materials into Gaza and enable Gazan citizens, families and businesses to get access to reconstruction materials following widespread destruction in the 2014 conflict. We continue to call on the Israeli Government to ease movement and access restrictions for Palestinians in the Occupied Palestinian Territories.</p> more like this

Our international partners are currently concluding their contracting with the service provider, and do not wish to publicise their involvement at this time. Work commissioned by the UK on the inception report has already begun; our timeline for the textbook review remains unchanged and we will publish findings by September 2019. We will inform interested parliamentarians of further details as soon as possible.</p><p>The UK government is deeply concerned about allegations of incitement in the Palestinian Authority’s (PA) new curriculum and it has been a priority for the Secretary of State for the Department for International Development to commission an independent, impartial and rigorous review of the PA’s textbooks. We are pleased that after calls by the UK government for international action, a group of international partners - including the UK - will lead a review into the books included in the PA’s pilot curriculum. The PA Minister for Education Sabri Saidam has confirmed that he will engage constructively with the findings of the review, and listen to recommendations.</p>

We know that all forms of violence against women and girls are exacerbated by conflict and crises. I am appalled by the persisting high levels of violence and agree we need to do more collectively to end it. The UK is proud to be a global leader in efforts to eradicate violence against women and girls, including intimate partner violence, sexual violence, FGM, and child marriage. We support the objectives of the Oslo conference to secure increased political commitment to action and would like to see a greater focus on accountability to affected populations. star this property answer text <p>We are very concerned about the plight of the many thousands of people affected by the recent tropical storm in Somaliland in particular and flooding in Somalia more generally. The UK’s early commitment of £45m for the humanitarian response so far in Somalia in 2018 is enabling our bilateral and multilateral partners, such as World Food Programme, UNICEF, Food and Agriculture Organization, OCHA, Islamic Relief, the Somali Red Crescent Society and Save the Children, to be flexible and adapt to urgent needs as they arise. In response to Tropical Storm Sagar, existing NGO and UN partners are drawing on pre-positioned relief supplies and redirecting resources to provide urgently needed water treatment kits, tents, and health and nutrition supplies sufficient to meet the needs of more than 400,000 people in Somaliland and other affected places. The relief effort is continuing, along with assessment work to identify longer term recovery needs.</p> more like this

Made from plant material – not plastic – these cups are organic, compostable and can be recycled with the food waste. In 2017 DFID Scotland took delivery of approximately 3,000 card and plastic cups. There are schemes in both DFID offices to encourage use of reusable coffee cups, with 10% off the price of a coffee when staff use their own cup. In DFID Scotland reusable cups are available for purchase, with the aim of bringing down the number of disposable coffee cups used.</p> more like this

star this property answer text <p>We are not aware of any formal reports of FGM being used as part of the electoral process; but with our partners we are closely monitoring all risks around the election.</p><p>DFID is committed to working with the Government of Sierra Leone to promote the rights of women and girls and will seek to work with the new Government to specifically tackle FGM in the country. Supporting Sierra Leones’ elections bodies to deliver free, fair and inclusive elections is a top priority for the UK. We are working with the National Elections Commission (NEC) and Civil Society Organizations to deliver civic and voter information better targeted to specific groups like women and persons with a disability. Efforts are underway by the UN in country to establish a women’s situation room to help monitor and tackle instances of violence against women and other vulnerable groups. The NEC is also working to make voting centres more physically accessible and/or able to provide special voting arrangements e.g. tactile ballots for the visually impaired, and table-top voting screens for mothers with small children.</p>

star this property answer text <p>We are in regular dialogue with the Government of Bangladesh, and international and local partners on how to improve the opportunities for Rohingya refugees to lead more fulfilling and meaningful lives, now and in the future. Education and livelihoods are an important part of this. The International Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees’ access to education, skills and livelihoods. The Minister for Asia and the Pacific held similar discussions with the Government during his visit in April.</p><p>We are funding UNICEF, both directly and through Education Cannot Wait, to increase the learning opportunities for refugee children and adolescents. star this property answer text <p>We are in regular dialogue with the Government of Bangladesh, and international and local partners on how to improve the opportunities for Rohingya refugees to lead more fulfilling and meaningful lives, now and in the future. Education and livelihoods are an important part of this. The International Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees’ access to education, skills and livelihoods. The Minister for Asia and the Pacific held similar discussions with the Government during his visit in April.</p><p>We are funding UNICEF, both directly and through Education Cannot Wait, to increase the learning opportunities for refugee children and adolescents. We are also assisting centres that provide training in skills and entrepreneurship, particularly for women.</p> more like this

UK officials have been in contact with Save the Children, who fund the hospital, about this alleged incident and have raised this matter with the Saudi-led Coalition, who have announced an investigation into this alleged incident.</p><p> </p><p>The UK is clear that there can be no military solution to this conflict. A political settlement is the only way to provide long term stability to Yemen and address the worsening humanitarian crisis; we encourage further constructive engagement from all parties to achieve this.</p> more like this

DFID also provides significant support to communities in the north-east affected by the Boko Haram conflict and is one of the leading international donors to the humanitarian response, delivering urgent aid to save lives and minimise suffering. DFID is investing £300 million over five years, reaching one million people in 2017/18 alone with life-saving food assistance, 532,000 with clean water and 196,000 with healthcare.</p> more like this

star this property answer text <p>We are deeply concerned about the humanitarian situation in Gaza, and continually monitor the impact on both children and adults living there. We are particularly concerned about the health sector: UN OCHA’s 2019 Humanitarian Needs Overview estimates 900,000 people are in need of humanitarian health interventions in Gaza. DFID regularly reviews key warning indicators on health, food security, protection, shelter, water and sanitation, and energy and fuel reserves in Gaza, to ensure that we can flexibly respond to urgent needs on the ground. Last month we provided an additional £2 million to the ICRC to support the health sector in Gaza.</p><p> </p><p>We continue to stress to the Israeli authorities the damage that their restrictions on movement and access are doing to the living standards of ordinary Palestinians and the impact they have on the humanitarian situation, in particular the health of the population in Gaza and the development of health services there.</p> more like this

The UN estimates that 35,000 people have been displaced since the fighting escalated, with the area becoming increasingly challenging for humanitarian actors, who are struggling to gain access.</p><p> </p><p>Humanitarian agencies, including the World Food Programme, continue to operate across Al Dhale’e under extremely difficult circumstances in order to provide vital assistance such as food, healthcare and clean water.</p><p> </p><p>The UK is clear that there can be no military solution to this conflict.
