The United Kingdom wants to see proportionate and well-designed legislation that provides a clear legal framework within which citizens and civil society organisations can engage in humanitarian activity, enjoy freedom of association and engage in monitoring and accountability systems in accordance with democratic principles. star this property answer text <p>The Minister of Labour, Public Service and Human Resource Development in South Sudan issued a circular on 12 September prohibiting and regulating the service and employment of aliens in certain positions in the private sector. The Minister subsequently issued a clarification on 17 September noting that this excludes all United Nations agencies, diplomatic missions and organisations that have signed bilateral/mutual agreements with the Republic of South Sudan; and also excludes many technical and professional positions in both private sector and Non-Governmental Organisations (NGOs).</p><p> </p><p> </p><p> </p><p>The UK is supportive of South Sudan nationals filling positions where the relevant skills and experience exist within the labour force and we work to build capacity of the local workforce. The UK and other partners raised the issue of the Circulars at the Government Partners Forum on 18 September and stressed that much needed foreign investment could be seriously deterred by messaging that foreign workers are not welcome in South Sudan. We will continue to monitor the situation. The ability of humanitarian and development organisations to assist the most vulnerable must not be affected.</p><p> </p>

star this property answer text <p>Following a review of DFID South Sudan's strategic objectives and the ability of existing programmes to deliver in the new environment, Ministers approved an interim one-year strategy in February. The interim strategy prioritises life-saving interventions and humanitarian support, while protecting support for basic services and livelihoods, and core work on governance.</p><p> </p><p>Under the interim strategy we are continuing our development work on health, education and livelihoods. This includes support through the Health Pooled Fund, the Integrated Community Case Management project, the Girls' Education South Sudan project, the Building Resilience through Asset Creation and Enhancement Project and the Urban Food Security, Livelihoods and Markets project. In programming areas that are now affected by conflict we are working with implementers to develop emergency modalities which will allow continuing delivery where possible.</p><p> </p> more like this

star this property answer text <p> </p><p>The UK is a leading donor to the humanitarian response in South Sudan. We have announced £82.5 million for support inside the country, and £12.5 million for support to refugees. Improved access is critical to the effectiveness of the humanitarian response. At the Oslo Humanitarian Conference on 20 May, the DFID Parliamentary Under-Secretary of State called on all parties to facilitate safe and speedy access. The FCO Minister for Africa also raised this with senior Ministers when he visited Juba in April. UK officials raise our concerns regularly with the parties in Juba and Addis Ababa.</p><p> </p><p> </p><p> </p><p>The UK is actively supporting work to help tackle the food security crisis and cholera. We are providing £16 million of funding to the World Food Programme (WFP) to help provide food aid or cash for around 160,000 people, and £8.3 million to the Food and Agriculture Organisation (FAO) to help provide livelihoods support for 40,000 households. To help counter the growing cholera epidemic our support through the United Nation's Children Fund (UNICEF - £4 million) will include funding for the UNICEF cholera response and for critical Water, Sanitation and Hygiene supplies. We are also funding two technical experts in the World Health Organisation (WHO) who are currently supporting the cholera response.</p><p> </p>

star this property answer text <p> </p><p>Humanitarian agencies are appealing for $1.8 billion (£1.06 billion) through the South Sudan Crisis Response Plan (CRP) 2014 to save lives, prevent famine and avert the loss of a generation. Under the CRP agencies plan to provide humanitarian assistance to 3.8 million people in South Sudan by the end of 2014. As of June 2014 $745 million (£438 million) has been secured against the CRP. The UK is concerned about the serious humanitarian situation in South Sudan and the potential for further deterioration. Our assessment is that additional resources will be needed to deliver the CRP over the next six months. The UK is currently the second largest donor to the CRP. We will continue to press others to do more.</p><p> </p> more like this

star this property answer text <p> </p><p>Donor financing committed to education for the period 2012 to 2017 is currently around £220 million. No donor financing is channelled through government systems. South Sudan will be making an application for further Global Partnership for Education (GPE) financing from September 2015 to September 2017.</p><p> </p><p> </p><p> </p><p>In 2012, DFID supported the Government of South Sudan (GRSS) to appraise its General Education Sector Plan (2012 to 2017) which aims to achieve at least 80% primary net enrolment. This included the costing of the 5 year plan, which was estimated at £940 million. The current annual allocation of domestic funding, around 7% of the national budget, would cover approximately £490 million of the total cost. The UK continues to press the GRSS to spend more of its own resources on the delivery of basic services, including education, to its citizens.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p> </p><p>The UK is one of six donors funding the United Nations Development Programme (UNDP) Community Security and Arms Control (CSAC) Project, which includes provision of technical support for national and community-level community reconciliation process, including working with faith-based partners. Furthermore, under the Africa Conflict Pool Programmes, the UK is funding civil society organisations to build the capacity of local populations to identify and resolve conflicts that affect them.</p><p> </p><p> </p><p> </p><p>Through the Common Humanitarian Fund (CHF), the UK has supported work by national civil society to provide health, education, food security and livelihood, water and sanitation and mine awareness services for the most vulnerable. In addition, some United Nations agencies supported by the UK (such as the Food and Agriculture Organisation (FAO) and the World Food Programme (WFP)) work in close collaboration with local partners. To improve basic services the UK funded Girls Education South Sudan (GESS) project is working through Episcopal Church of Sudan (ECS) in two of South Sudan’s 10 States, and the UK-led Health Pooled Fund (HPF) will support faith-based county hospitals as well as government ones.</p><p> </p>

star this property answer text <p>We remain deeply concerned by the humanitarian situation in South Sudan, and have recently announced a further £25 million of humanitarian assistance, making the UK one of the largest donors to the response with total contributions of £150 million this year.</p><p> </p><p> </p><p> </p><p>UK support has enabled humanitarian agencies to provide essential assistance in both United Nations camps and ‘hard-to-reach’ areas. Our assistance is providing more than 400,000 people with emergency food and/or livelihoods, 170,000 people with clean water, and 180,000 with improved hygiene and sanitation, and will assist thousands more this year. The UK is also ensuring that its development programmes contribute where possible, by maintaining health and education services through local systems; and by building the resilience of households through livelihoods programmes. We have also funded dozens of staff to key positions in the UN to assist with coordination and planning.</p><p> </p><p> </p><p> </p><p>This assistance has helped to prevent deterioration of food security to famine levels. It has also helped agencies deal with the recent cholera outbreak, and provided support to survivors of sexual violence. However, we remain concerned about the humanitarian situation moving into 2015, with the risk of famine still real if conflict continues. Security and access remain major constraints to reaching those in need, especially in the hard-to-reach areas. We continue to stress the important need for all parties to respect the cessation of hostilities, and to allow unhampered access for humanitarian assistance.</p><p> </p><p> </p><p> </p><p>We will continue to engage on the recommendations in the report in our role as member of the Security Council and in discussions with UN Mission in South Sudan (UNMISS), Governments of the region, the African Union and the Intergovernmental Authority for Development (IGAD).</p><p> </p>

star this property answer text <p>The intensity of the conflict in South Sudan has reduced substantially during the rainy season, but low level fighting and restrictions on humanitarian access in violation of the Cessation of Hostilities Agreement (CoHA) continue. Steps towards a wider ceasefire were agreed in principle by the main warring parties in August, but an implementation matrix has not yet come into effect.</p><p> </p><p> </p><p> </p><p>A further round of peace talks convened by the Intergovernmental Authority on Development (IGAD) was held from 22 September to 5 October, with the mediators reporting some progress around the formation of a Transitional Government of National Unity to lead the country out of conflict. We expect talks to resume again after regional consultations, and the UK government continues to offer its full support to this process.</p><p> </p><p> </p><p> </p><p>The UN Mission in South Sudan (UNMISS) has stepped up patrols and continues to focus on protection of civilians and creating the conditions for the delivery of humanitarian assistance, in line with its renewed mandate agreed on 27 May 2014. Additional UN troops from regional forces have also been deployed in support of teams monitoring CoHA implementation. UK support has enabled humanitarian agencies to provide essential assistance in both UN Protection of Civilian (PoC) camps and in ‘hard to reach’ area. However, security and lack of access remain major constraints to reaching those in need and we continue to stress the important need for all parties to respect the CoH, and to allow for unhampered access for humanitarian assistance.<br></p><p> </p><p>On 25 September, South Sudan’s Foreign Minister recommitted to his country’s 2012 Action Plan on Children and Armed Conflict at an event hosted by the Minister for Africa in New York. However, we continue to receive credible reports of the use of child soldiers in some areas.</p><p> </p>
