We are aware of reports that fear of persecution or discrimination in camps may be deterring some people from using them, and are in close touch with our partners involved in the management of camps and the delivery of services within them, including UN agencies. They have clear guidelines, mechanisms and accountability frameworks in place to prevent discrimination by their own staff or those of their partners. DFID takes any allegations that these are not being applied effectively very seriously, and stands ready to follow up specific allegations with the partners concerned.</li></ul><p> </p><ul><li>The security of the camps and all those living in them is the responsibility of the appropriate civil authorities (e.g. in Iraq, it lies with the Government of Iraq) and is monitored by independent humanitarian actors such as UNHCR. UK officials stand ready to report any specific allegations of persecution or violence against religious minorities within the camps to those authorities. The Government is concerned about Daesh infiltration inside camps. In Iraq the Iraqi authorities carry out screening of those entering camps in order to seek to prevent such infiltration. UN agencies have set up grievance mechanisms that allow any minority member to anonymously report abuse, persecution or discrimination; these can also be used to report on suspected extremist activity.</li></ul><p> </p><ul><li>DFID’s funding for Iraq is targeted towards those who are most in need including vulnerable people from minority communities such as Yazidis and Christians. It is delivered in line with the 2017 Humanitarian Response Plan (HRP) for the whole of Iraq, which is based on comprehensive needs assessments carried out by a wide range of partners. The humanitarian principles of neutrality and impartiality aim to ensure that no one is excluded or discriminated against on the grounds of race, ethnicity, or religion, that the specific risks facing minorities are addressed and that assistance reaches those who need it most. According to the UN, almost 21 million people (over 70% of the population) are in need of humanitarian aid and 7 million face extreme food shortages (including 462,000 children under 5 suffering from acute malnutrition). As a result, Yemen is facing the world’s worst cholera outbreak with 262,650 cases recorded and over 1,587 deaths.</p><p>In response, the UK has increased our funding for Yemen to £139 million for 2017/18. This includes support for cholera prevention, and the provision of medical supplies and treatment for those affected. In addition, we are helping fund 1 million cholera vaccines that are currently being sent to Yemen through GAVI, the Global Vaccine Alliance. HIV/AIDS is not only the leading cause of death itself, but is also responsible for deaths from many other infectious diseases. The UK is the second largest funder of HIV prevention, care and treatment, and has pledged up to £1 billion for the 2014-16 replenishment of the Global Fund to Fight AIDS, TB and Malaria. Half of Global Fund resources are used to tackle HIV and almost 60% are invested in programmes that reach women and children.</p><p>The UK puts the empowerment of girls and women at the heart of everything we do. We ensure UK Aid is effective by working through a range of UN and international organisations who are experienced in operating in South Sudan, who are able to work across the country, and who can deliver flexibly according to need.</p><p>The UK continues to provide humanitarian assistance in South Sudan, where half the population is in need. DFID, through its partners, is providing winter support to approximately 42,000 families (over 200,000 people) both via in kind assistance (blankets, mattresses, clothes, shelter insulation, solar lamps and cook stoves), as well as through a number of activities that contribute to an enabling environment for an effective and responsive humanitarian support. For example we are supporting helicopter operations to provide lifesaving humanitarian assistance to communities in areas inaccessible by land. Winter distributions are over 60 % complete and are expected to be fully complete by the end of January.</p><p>Information on total aid sent to Nepal in the aftermath of the earthquake can be found online through UN Office for the Coordination of Humanitarian Affair’s (OCHA) Financial Tracking System which is updated periodically. DFID’s response to the devastating earthquake now stands at £70 million following further commitments made at the International Conference on Nepal’s Reconstruction. Funds raised by the British public for the Disasters Emergency Committee (DEC) appeal have already reached over £85 million, which includes £5 million in matched funding provided by DFID. More information on Nepal DEC work including a review of the response is available online. The UK is committed to ensuring that our assistance is made available to those most in need. We work with trusted partner NGO’s and UN agencies to deliver the UK humanitarian effort. 	answer	answer is ministerial correction date of answer 11/09/2015 answer text <p>When working in the health sector, DFID usually relies on national data sets or those collected by other partners, such as Demographic and Health Surveys. We usually encourage sharing of data and have worked with the World Health Organization and other UN agencies to encourage them to share data more actively with permission from governments.</p><p> </p><p>Research funded by DFID is covered by our Research Open and Enhanced Access Policy. Open access refers to irrevocable and free online access by any user worldwide to the full version of the scientific and scholarly material. The policy includes the sharing of data from which any research is derived. The policy recommends that raw datasets are deposited in a suitable open access discipline or institutional repository within 12 months of final data collection. 	answer	answer is ministerial correction date of answer 20/12/2016 answer text <p>When carrying out humanitarian assessments and responding to humanitarian needs, DFID and our partners take into account the specific needs of those who may be more vulnerable, including the elderly.</p><p>In Syria mitigating diseases that are common amongst the elderly is a priority. DFID is providing flu vaccines and support for the treatment of diabetes and high blood pressure. This is part of the £717million DFID is providing to support vulnerable people inside Syria. In Aleppo and other besieged areas, DFID funded partners are providing food, clean water, shelter and healthcare to meet the needs of vulnerable Syrians, including the elderly, where access is possible.</p><p>In Yemen, DFID is providing £100million this financial year in humanitarian aid to support vulnerable Yeminis, including the elderly. Sudan is a major source, host and transit country for migration. As such we remain committed to tackling the full range of migration issues in Sudan, including addressing the conflicts and the human rights situation, and supporting regional co-operation and efforts to stop people trafficking and smuggling through the ‘Khartoum Process’.
