We have delivered additional vital support in the Occupied Palestinian Territories by providing funding to the World Health Organization and UNICEF to purchase and co-ordinate the delivery of medical equipment, treat critical care patients, train frontline public health personnel and scale up laboratory testing capacity. Minister Cleverly also recently announced £20 million in new funding, which will help the Palestinian Authority support its health workers who have been on the frontline battling coronavirus and who help deliver life-saving medical services.</p><p>We also provided around £16 million in humanitarian assistance in 2019/20 to alleviate humanitarian and health needs in the OPTs. This included establishing a centralised surgical multi-disciplinary limb reconstruction unit, strengthening trauma care, enhancing the ambulance system, and training paramedics and frontline providers in Gaza. Officials raised Palestinian Authority (PA) funding of health referrals for patients from Gaza to Israel in a meeting with the Minister for Health in June 2018 and continue to do as part of broader engagement with the PA on their obligations in Gaza. Movement restrictions on patients seeking medical treatment outside Gaza remain a critical concern, particularly since the number of patients requesting access to medical care outside Gaza on a monthly basis increased significantly in 2018 compared to 2017. Recent information from the World Health Organisation Monthly Report November 2018: Health Access for Referral Patients from the Gaza Strip, published on 30 December 2018, showed that there is a positive trend over the prior 12 months for medical permits granted by the Government of Israel. However, access to some medical services, such as cancer treatment, remains constrained. The EU vets the list of PA health and education sector employees before every disbursement of financial aid to ensure only eligible beneficiaries receive UK aid, at a range of grades based on the PA payroll system. These payments are then independently audited. The average salary and number of employees earning in excess of 2,000 NIS per month who receive UK aid therefore could change each time a disbursement is made. The inability to enter or exit the strip impacts the delivery of vital humanitarian services and limits the professional development of health and humanitarian workers.</p><p>DFID is providing £1.3 million (2018-21) to support the UN’s Access Coordination Unit (ACU), which works to ensure humanitarian access to Gaza for UN and NGO workers by intervening when travel permits issued by Israel are delayed. The ACU has been instrumental in facilitating access, with more than 3,200 humanitarian personnel receiving assistance between October 2019 and March 2020. The situation is particularly severe in Gaza, where the health system has shortages in specialised staff, drugs and equipment. The UK provides clean water and rehabilitates sanitation facilities to stop the spread of disease for up to 1 million Gazans through the United Nations Children’s Fund. UK financial assistance to the Palestinian Authority helps to pay the salaries of vetted health public servants in the West Bank. Last year this support provided up to 3,700 immunisations for children and around 185,000 medical consultations. In addition, the UK is a long-term supporter of the United Nations Relief and Works Agency, which provides basic services, including basic healthcare, to over 800,000 Palestinian refugees in the West Bank and 1.3 million Palestinian refugees in Gaza. I am reviewing how the UK can best support the health system in Gaza at this time.
