This will start on 30 March 2019 and last until 31 December 2020. During the implementation period, the UK will no longer be a Member State of the European Union, but market access will continue on current terms. Common rules will remain in place until the end of the period meaning businesses will be able to trade on the same terms as now up until the end of 2020.</p><p><strong> </strong></p><p>The Government recognises the importance to the country’s economy for trade fluidity through the UK’s key ports. We want to ensure that traders, intermediaries and freight forwarders can continue to move goods through ports as quickly and seamlessly as they do now. This will cover the European Professional Card, qualifications recognised under the MRPQ directive for the purpose of establishment, lawyers practising under host State title, approved statutory auditors, and persons engaged in the trade and distribution of toxic products.</p><p> </p><p>The reciprocal agreement we have reached on citizens’ rights will mean that UK and EU citizens will be able to continue to move through EU countries as they do now, until the end of the implementation period. We don’t want to discriminate against EU service providers in the UK and we wouldn’t want the EU to discriminate against UK service providers. We want to agree an appropriate labour mobility framework that enables UK and EU businesses and professionals to travel, and provide services in person and over the phone or internet. This will support the ability of UK lawyers to practise in EU Member States after EU exit.</p><p>We also want UK professional qualifications, including UK legal titles, to continue to be recognised across the EU in the future, and vice versa. The March European Council agreed guidelines for negotiations on our future relationship, which reference the desire of the EU27 to include ambitious provisions on the recognition of qualifications. Friend the Secretary of State for Exiting the European Union has regularly met with the EU Commission to discuss preparations for leaving the EU.</p><p>The Government has been clear that the unique social, political and economic circumstances of Northern Ireland must be reflected in any arrangements that apply in a no deal scenario. We are absolutely committed to upholding the Belfast (Good Friday) Agreement, and would do everything possible to avoid a hard border between Northern Ireland and Ireland.</p><p>In a no deal scenario, the UK Government is committed to entering into discussions urgently with the European Commission and the Irish Government to jointly agree long-term measures to avoid a hard border and to limit the impact of a no deal exit on life on the island of Ireland.</p><p>We have confirmed a unilateral approach to checks, processes and tariffs to do all we can to avoid a hard border.
