Ministers in the Department for Exiting the EU with responsibility for ports visited the Port of Dover twice this year. Former Minister Suella Braverman on the 14th May and Minister Chris Heaton-Harris on the 24th August. <br><br>DExEU ministers have visited 19 ports to date as part of a wider programme of engagement carried out by other Government ministers and officials to ports around the United Kingdom. This, along with Political Declaration on the Future Relationship, was agreed by the EU member states at the special European Council on Sunday 25 November and will now be voted on in Parliament.</p><p>The Withdrawal Agreement offers certainty to universities and other UK recipients of EU research funding programmes, including Horizon 2020, by providing for continued UK participation until the current programmes end in 2020, including where funding agreed before the end of the implementation period extends beyond 2020. UK based organisations and individuals will be able to bid for funding, participate in and lead consortia, until programme closure, replacing the need for the government’s existing funding guarantee.</p><p>We want to build on the progress made in recent negotiations and continue to pursue a far-reaching relationship on science and innovation with the EU, which is mutually beneficial for the UK, the EU, our scientific communities, and our citizens. The UK and the EU have agreed that UK participation in relevant European Defence Agency (EDA) projects and initiatives, now and in the future, will be beneficial for both parties. To ensure that citizens and businesses in the UK and across the EU can plan for life after our withdrawal with confidence, this sets out the terms of an implementation period during which EU citizens and UK nationals will be able to continue to drive in each territory as they do now.</p><p>The Political Declaration on the Framework for the Future Relationship between the EU and the UK Government was published on 22 November. It sets out that the UK and EU should consider arrangements to address travel by private motorists in our future negotiations. We intend that this will cover the both the recognition of driving licences as well as the Blue Badge scheme. It is therefore not possible to use the UK’s financing share of the whole budget to calculate our contribution to specific EU Agencies.</p><p>As set out in the Political Declaration on the Framework of the Future Relationship between the EU and the UK, we are exploring the possibility of cooperation of United Kingdom authorities with Union agencies such as the European Medicines Agency (EMA), the European Chemicals Agency (ECHA), and the European Aviation Safety Agency (EASA). We will carry on working with the European Union to see on what basis and under what conditions UK participation can take place. 	answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>The Northern Ireland Protocol to the Withdrawal Agreement, at Article 13, contains a commitment that the UK and the EU will respectively maintain the necessary conditions for North-South cooperation following the UK’s withdrawal from the EU. This includes tourism, which is a formal area of cooperation agreed by the North-South Ministerial Council (NSMC) under Strand II of the Belfast Agreement.</p><p>The Attorney-General’s legal commentary on the Agreement made clear that Article 13 does not alter the remit or functions of the NSMC or the North-South Implementation bodies, nor does it alter arrangements under Strand II of the 1998 Agreement in any way. The Protocol acknowledges that the UK and Ireland may continue to make new arrangements that build on the provisions of the 1998 Agreement in other areas of North-South cooperation on the island of Ireland. In accordance with the position set out in the recitals, the functions and safeguards of the Assembly and the NSMC (including cross-community provisions) will be respected in full.</p><p>Thus the Protocol and its recitals recognise that any new arrangements - whether expansion or diminution in areas of cooperation - are a matter for the Northern Ireland Executive and Irish Government alone, through the NSMC. The status, functions, and remit of Tourism NI and Tourism Ireland are completely unaffected.</p><p>It is important also to note that the Article also does not require any application of EU law in Northern Ireland. It is therefore exempt from the specific EU supervision and enforcement provisions set out in the Protocol. The publication of the Political Declaration in November was a significant milestone, and outlined a clear vision for our future relationship with the EU, including cooperation on areas of shared interest such as science and innovation. The Withdrawal Agreement was also published in November and both documents were endorsed by EU Member States at the special European Council on Sunday 25 November. This provided clarity to industry on the terms of our implementation period, during which UK healthcare providers would be able to continue participating in European Reference Networks.</p><p>The UK would like to explore participation in European Reference Networks beyond 2020 as part of detailed negotiations on our future relationship. There were some circumstances which were specific to Gibraltar which meant we also held talks between the UK Government, Government of Gibraltar and Spain. This led to positive agreement on issues such as <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/760552/memorandum-of-understanding-police-customs-cooperation-en-es.pdf" target="_blank">cooperation on policing</a>, <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/760550/memorandum-of-understanding-environmental-matters-en-es.pdf" target="_blank">environmental matters</a>, <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/760551/memorandum-of-understanding-tabacco.pdf" target="_blank">tobacco</a> and <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/760549/memorandum-of-understanding-citizens-rights-en-es.pdf" target="_blank">citizens’ rights</a>. These agreements underpin the Gibraltar Protocol to the Withdrawal Agreement.</p><p>In concluding the Withdrawal Agreement, the UK wrote to confirm the position we had always held, that Article 184 is without prejudice to the territorial scope and form of future agreements with the EU. However, as a matter of firm UK policy, we will only agree a deal on the future which works for the whole UK and we will negotiate a deal that works for Gibraltar as part of future negotiations.</p><p>The Prime Minister said on 26 November, ‘the Government stood by Gibraltar and resisted changes to the Withdrawal Agreement that the Spanish Government wished to make. We are clear that Gibraltar’s sovereignty will not change. It has not changed and will not change.
