star this property answer text <p>We recognise that zoos are working tirelessly during this challenging time to ensure the health and welfare needs of animal collections in their care continue to be met. We have been engaging regularly with zoos, including Chester Zoo, to gather information and supporting evidence to understand the impacts of coronavirus on the sector.</p><p> </p><p>The £14 million Zoos Support Fund was opened on 4 May to help those zoos, safari parks, aquariums and eligible farm visitor attractions in severe financial distress due to the disruption caused by coronavirus. This Fund remains open for applications until 19 July 2020.</p><p> </p><p>As announced by the Prime Minister on 10 June, outdoor areas of zoos and safari parks are now allowed to reopen, subject to appropriate social distancing measures being in place. Allowing zoos to reopen is an integral step towards supporting an early financial recovery.</p><p> </p><p>Consideration of proposals for any longer-term support that might be needed for the sector is ongoing. With the help and support of the British and Irish Association of Zoos and Aquariums (BIAZA) we are working diligently to find the best way forward.</p>

star this property answer text <p>Under the Clean Air Act 1993, the Government publishes a list of solid fuel combustion appliances exempted from the prohibition of smoke emissions in smoke control areas.</p><p> </p><p>To add a new appliance to the list, the manufacturer of the appliance must apply to HETAS, the appointed contractor, for approval. They must submit technical and testing documentation evidencing that emissions limits have been met.</p><p> </p><p>The total amount of fees invoiced for by HETAS to manufacturers for this purpose, during the period of April 2019 to 29 of January 2020, was £97,421.</p> more like this

star this property answer text <p>Under Part III of the Clean Air Act 1993 (CAA), it is an offence to emit smoke from a chimney of a building in a Smoke Control Area (SCA) unless burning an authorised fuel or using an exempt appliance. Local authorities are responsible for designation and enforcement of SCAs.</p><p> </p><p>To obtain exemption, appliances such as wood-burning stoves must pass smoke emissions tests. Exemptions are granted on conditions such as requiring users to operate the appliance in accordance with the manufacturers’ instructions and only burn specified fuels. Local authorities can take action in SCAs where they have identified that a user is not complying with these conditions and an offence has occurred.</p><p> </p><p>We recognise that enforcement of SCAs can be challenging. For this reason, we are proposing to amend Part III of the CAA through the Environment Bill to enable quicker, simpler and more proportionate enforcement of SCAs. This includes enabling local authorities in England to issue civil financial penalties for chimney smoke emissions. This will be possible as the regime will shift from being a criminal to a civil regime. This regime change will also remove the statutory defences, including the use of an exempt appliance or an authorised fuel, that currently hinder enforcement. Authorities have no means by which to determine whether the statutory defences apply as they are unable to enter private premises. These changes should make it easier for local authorities to tackle misuse of exempt wood-burning stoves.</p>

star this property answer text <p>We currently have no plans to introduce a ban on the installation, sale or use of wood-burning stoves in private dwellings. Woodburning stoves are subject to strict controls in terms of emissions of air pollutants and some households in rural areas rely on the use of these appliances to heat their homes. In Smoke Control Areas woodburning stoves use must comply with the relevant legislation restricting smoke emissions. The recently introduced Environment Act 2021 will make it easier for local authorities to enforce these requirements. Outside of these areas, from 1 January 2022, all new solid fuel burning stoves entering the market must adhere to specific air quality standards and in October 2020 we introduced new legislation to phase out the most polluting fuels used for domestic combustion with most measures coming into force on 1 May 2021.</p> more like this

This will apply to wine from EU Member States from 1 January 2021. Along with consignments of less than 100 litres, other exemptions include personal imports or wine intended for trade shows.</p><p> </p><p>It is the responsibility of the exporting country to provide the details of its designated competent authority and authorised laboratories.</p><p> </p><p>As VI-1 analysis is required to be carried out by the country of origin prior to wine entering Great Britain, we have not made any estimated cost for this analysis.</p> more like this

star this property answer text <p>From 1 January 2021, EU labelling and marketing standards for wine will apply in Northern Ireland under the NI Protocol. Her Majesty’s Government intends to achieve a Free Trade Agreement (FTA) with the EU by December 2020 that will clarify the situation for tariffs and reimbursements. The Political Declaration aims for the agreement to be a zero tariff and zero quota FTA and we are working hard to achieve this.</p> more like this

star this property answer text <p>No specific assessment for wine or spirit labelling has been undertaken. However, Parliament has already passed the EU Withdrawal Act. Consistent with the Act, the changes that the secondary legislation stemming from it will make to labelling rules are necessary to correct deficiencies in retained EU law, including in relation to the information provided to consumers about the products they buy.</p><p> </p><p>Currently, EU wine imported into the UK needs to show the bottler or, in the case of sparkling wine, the name of the producer or vendor. From 1 January 2021 (subject to any period that is allowed for adoption of the new requirements), wine imported into Great Britain will in addition need to show the importer or, in the case of bulk shipments, the bottler.</p> more like this
