Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">The EU Withdrawal Act 2018 will ensure all existing EU environmental law continues to operate in UK law. We will then have the opportunity, over time and with parliamentary scrutiny, to ensure the legislative framework delivers our aim to be the first generation to leave the natural environment in a better state than we inherited it. We have no intention of weakening our current environmental protections as we leave the EU. We will deliver a Green Brexit, where environmental standards are not only maintained but enhanced. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The UK has world leading standards of food safety and quality, backed by a rigorous legislative framework. We will maintain these high standards once the UK leaves the EU. When we leave the EU, we will keep our existing UK legislation, and the EU Withdrawal Act will convert EU law into UK law as it applies at the moment of exit. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We continue to work with key stakeholders across the food chain to overcome the barriers to redistribution and explore solutions through The Waste and Resources Action Programme (WRAP), supported by funding from Defra.</ins></p><p><ins class="ministerial">All large retailers have relationships with redistribution organisations and we have seen a large increase in redistribution which has almost doubled since 2015 (96% increase), or an additional £81 million of food equivalent to an extra 65 million meals a year. This has been helped by a 63% increase in supply of food from major retailers in recent years.</ins></p><p><ins class="ministerial">There is still more that can be done, the Government announced in October 2018 a £15m pilot fund for 2019/20 that aims to increase the redistribution of surplus food through a series of grant opportunities. The winners of which will be announced later in the year. We have already awarded £4.2 million of this fund to projects.</ins></p><p><ins class="ministerial">In line with its commitment in the Resources and Waste Strategy the Government has also appointed Ben Elliot as its Food Waste Reduction Champion. Ministers will correspond directly with the Member.</del></p><p> </p><p><ins class="ministerial">Defra is the lead Government department for food and water in Her Majesty’s Government and these sectors are two of the 13 Critical National Infrastructure Sectors in the UK. The food and water sectors are making detailed preparations for all eventualities as we prepare to leave the EU, and rationing will not be implemented.</ins></p><p><ins class="ministerial">The UK’s high degree of food security is built on access to a range of sources including strong domestic production and imports from other countries. This will continue to be the case when we leave the EU whatever the circumstances. The UK Government has well established ways of working with the food industry. Defra Ministers and officials meet regularly with the food industry, who are experienced in dealing with scenarios that can affect food supply, to support contingency planning by the industry as we prepare to leave the EU.</ins></p><p><ins class="ministerial">We are confident that no deal will not have an impact on water supply. We have been working closely with water companies, chemical suppliers, regulators and the devolved administrations on contingency planning, and companies are well advanced in their preparations to make sure they can meet their statutory responsibility to maintain services. Founded on the principle of “public money for public goods”, ELM is intended to provide a powerful vehicle for achieving the goals of the 25 Year Environment Plan and commitment to net zero carbon emissions by 2050, while supporting our rural economy. <br></p><p>ELM is looking into several options for sourcing advisors, considering both private and public sector options. The options we are considering allow flexibility to source experienced advisors in the short-term for the National Pilot, whilst building sufficient and high-quality advisor capacity to support the full roll out of ELM. In some cases, we understand that this may result in difficulty meeting CAP rules, including the ‘three crop rule’. The Rural Payments Agency (RPA) has recently updated its GOV.UK online guidance on flooding and wet weather so that farmers are clear on the rules and possible alternative options that will allow them to remain compliant – including alternatives to the three crop rule. This was put together in direct response to customers’ and stakeholders’ questions and concerns.</p><p> </p><p>If they are in doubt, farmers should contact the RPA to discuss possible mitigation measures where farmers are unsure of the impact that flooding will have on their ability to comply with greening, or other CAP rules, including whether they should apply for <em>force majeure</em>.</p><p><em> </em></p><p>We will continue to monitor the situation and work closely with stakeholders, including farmers, where cases of <em>force majeure</em> are put forward. 	answer	answer is ministerial correction date of answer 28/01/2020 answer text <p>The Government recognises the threats posed by invasive non-native species including Japanese knotweed and has a comprehensive Great Britain Non-native Species Strategy designed to tackle these threats, the first of its kind in Europe.</p><p> </p><p>Local Action Groups, with support from the Government, are actively involved in reducing and eradicating Japanese knotweed. Increasing public awareness of the species and what can be done about it is an important part of tackling the problems caused by Japanese knotweed. To that aim, we launched the first Invasive Species Week in 2015, to bring together a wide range of organisations to raise awareness of invasive non-native species, to highlight work going on to tackle them and to inspire people to get involved and help prevent their spread. Invasive Species Week has gone from strength to strength, with eight administrations taking part in 2019 and 93 events held.</p><p> </p><p>Defra continues to fund a biocontrol programme through the release of a psyllid insect to tackle Japanese knotweed. The Centre for Agriculture and Bioscience International (CABI) is working to establish the highly specific psyllid <em>Aphalara itadori</em> in the UK and a population of climatically suitable psyllids from Japan is being studied in CABI’s quarantine in Surrey. It is hoped this will be the key to unlocking the potential of this agent to reduce the effort and cost of managing Japanese knotweed and its invasive capacity. 	answer	answer is ministerial correction date of answer 14/01/2021 answer text <p>The UK has the climate, the natural resources and entrepreneurial farmers and food producers to equip us to produce a wide range of commodities. 64% of the food that we consume is already home-grown, and we remain confident in the resilience of our leading agricultural sectors. Productivity is a key driver of long-term economic growth and prosperity and we will support our hard-working farmers and growers to continue to produce a reliable and sustainable supply to high environmental, food safety and animal welfare standards. Through our Environmental Land Management scheme, we will also support farmers to invest in the foundations of food production - healthy soil, clean and plentiful water and thriving wildlife.</p><p>We have agreed a new settlement with the EU and the Fisheries Act 2020 will ensure that our fisheries are managed in a sustainable way - balancing social, economic, and social benefits while preventing the over exploitation of fish stocks.</p><p>The Seafood Industry Leadership Group leads and supports the work of the Seafood 2040 Strategic Framework for England (SF2040). Seafood 2040 aims to achieve a 75% increase in UK Seafood consumption by 2040.
