Defra and the Environment Agency have been working with water companies to highlight and target areas of greatest risk. Water companies that have a greater risk of pollution have also allocated resources for dealing with misconnections over the next five years.</p><p> </p><p>Defra and the Environment Agency are working with Water and Sewerage Companies and the Consumer Council for Water through a National Misconnections Strategy Group (NMSG) to develop good practice for the industry, as well as looking at measures to limit misconnections being made in the first place. The Government’s draft strategic policy statement to Ofwat makes it clear that we expect the regulator to challenge sewerage undertakers to improve planning and investment to meet the wastewater needs of current and future customers, while protecting the environment.</p><p> </p><p>Sewerage undertakers must identify solutions that are most effective to carry out their duties. Replacing combined sewers can be part of the solution; elsewhere doing this would be prohibitively expensive. We continue to work with the industry to make sure that sewer overflows that remain an unavoidable part of such systems in extreme conditions are properly controlled. In particular:</p><p> </p><ul><li><p>Mandating monitoring of the vast majority of overflows by 2020 so their performance is understood, allowing water users and customers to hold water companies to account.</p></li><li><p>Introducing frequency triggers to permits for overflows associated with bathing and shellfish waters from 2017. 	answer	answer is ministerial correction date of answer 08/06/2022 answer text <p>Under section 94 of the Water Industry Act 1991, sewerage undertakers have duties requiring them to provide, improve and extend their networks to ensure their area is properly drained.</p><p> </p><p>Recognising the importance of having a robust drainage system both now and for future demands, a new statutory duty through the Environment Act 2021 will require water companies to produce comprehensive Drainage and Sewerage Management Plans from spring 2023. The first cycle of non-statutory planning is underway with draft plans being consulted on this summer, and final plans due spring 2023.</p><p> </p><p>Sewerage companies are working with other risk management authorities to produce these plans, which will provide a full assessment of the condition and capacity of their networks and enable development of collaborative solutions. These plans follow the priorities and expectations of the government, which are set out in published Guiding Principles.</p><p> </p><p>The next publication of Drainage and Wastewater Management Plans, in 2028, will be statutory and Government will have powers to direct companies to consider additional matters.</p><p> </p><p>In August 2022 the Government launched an ambitious <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1101686/Storm_Overflows_Discharge_Reduction_Plan.pdf" target="_blank">plan</a> to reduce sewage discharges from storm overflows. 	answer	answer is ministerial correction date of answer 12/03/2024 answer text <p>The current sewerage system in England, including York, was designed by the Victorians and operates using a combined sewer system, meaning that rainwater from drains and sewage use the same pipes underground. At times of high rainfall the pipes reach capacity, and to stop sewage escaping into homes and streets, the system was designed to discharge to rivers or the sea via storm overflows.</p><p> </p><p>A growing population, an increase in impermeable surfaces and effects of climate change have increased pressure on the system, causing these sewage discharges to happen more frequently.</p><p> </p><p>In September 2023 we published the Storm Overflow Discharge Reduction Plan (SODRP). This plan will drive the largest infrastructure programme in water company history with over £60 billion investment over the next 25 years specifically to reduce sewage discharges from storm overflows.</p><p> </p><p>Furthermore, all water companies including Yorkshire Water have published drainage and wastewater management plans.
