	answer	answer is ministerial correction date of answer 17/12/2014 answer text <p>It is important that the Environment Agency is able to focus its efforts and resources in those areas where the risk of flooding to communities, businesses and property are greatest.</p><p> </p><p> </p><p> </p><p>In the areas where the Evironment Agency is withdrawing from land drainage activities, the Agency is committed to working closely with landowners, farmers, householders and businesses to help them consider the options available to them for taking over the maintenance activities.</p><p> </p><p> </p><p> </p><p>We feel that, in these areas, responsibility for local watercourse management sits more appropriately with expert local bodies, including local authorities and IDBs as well as riparian owners, since these bodies are best placed to take decisions on local priorities in discussion with their communities.</p><p> </p><p> </p><p> </p><p>We are keen to enable these bodies, and individuals, to act effectively in partnerships at a local level to achieve the outcomes that communities want to see. We are engaged in a range of actions to make it easier for farmers and landowners who wish to undertake their own de-silting and channel maintenance activities. LTIS gives a high level and long term strategic picture of future investment needs using national level data. It cannot support programme level decisions because it does not contain sufficient detail to make such decisions. 	answer	answer is ministerial correction date of answer 14/05/2019 answer text <p>This is a devolved matter and the information provided therefore relates to England only.</p><p> </p><p>In England, we are working with the commercial and technical sectors through a business led Property Flood Resilience Roundtable, to increase the uptake of flood resilience approaches (recoverability and resistance), both by homes and businesses, in areas at risk of flooding.</p><p> </p><p>Flood Re was established in 2016 to help improve the affordability and availability of Flood Insurance for homes at high risk of flooding across the whole of the UK (including Wales). Flood Re is required to take action to help the flood insurance market transition to one that is risk reflective by 2039. This includes exploring ways in which Flood Re can help improve the uptake of flood resilience measures in homes at risk of flooding.</p><p> </p><p>Our investment programme will better protect at least 300,000 homes from the risk of all flooding and coastal erosion by 2020/21. The Government’s natural flood management demonstration projects, including those at Pickering in Yorkshire and Holnicote in Somerset, have demonstrated that these types of measures can be effective in helping to manage flood risk at a catchment scale, slowing the flow of water and reducing local impacts when carefully incorporated into a wider suite of catchment measures</p><p><strong> </strong></p><p>The Government’s long term plan for the environment will look at how to deliver benefits across wider landscapes and whole water catchment areas through more integrated catchment management.
