	answer	answer is ministerial correction date of answer 11/11/2014 answer text <p>The Government-funded New Dimension project saw the deployment of 50 High Volume Pumps (HVP) positioned across the country, with 46 allocated to 38 English Fire and Rescue Services and four in Scotland; an additional Strategic HVP was located centrally. There are four mobile HVPs in Wales. Under the Fire Rescue Service mutual aid arrangements Wales also have access to all of the strategic assets in England. The planning assumptions for a major incident involving man made or natural flooding, assumes a minimum of one HVP will be mobilised to respond to an incident within a maximum of two hours of request.</p><p> </p><p>The Environment Agency holds a range of strategic incident response supplies at its depots across England, including:</p><p> </p><p>· three 12 inch pumps</p><p> </p><p>· six24 inch pumps</p><p> </p><p>· 425 smaller mobile pumps</p><p> </p><p>· 3.8km of demountable and temporary flood defences</p><p> </p><p>· 21 sandbag machines</p><p> </p><p>The larger 12 and 24 inch pumps can be deployed within 24 hours. The remaining 46 involve surveys, studies or actions relating to incident response.</p><p>By 31 October 2014, permanent repairs had been completed for 802 (95%) of the 844 defence projects. A total of 844 projects involved the repair of flood defence assets, while the remaining 46 projects involved surveys, studies or actions relating to incident response.</p><p> </p><p> </p><p> </p><p>As of 14 November 2014, permanent repairs have been completed for 814 of the 844 defence projects and there were 30 defence repair projects with temporary repairs. We are on course to bring in up to £140 million in external funding over the four years to 2015.</p><p> </p><p> </p><p> </p><p>Contributions can come from national, local, private or public sources. They supplement our national budget, meaning more can be done to reduce the risks of flooding and coastal erosion across the country.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>Partnership funding encourages contributions from those who benefit from reduced risk. This Government is spending £3.2 billion on flood management and defences in this Parliament, which is a real terms increase and half a billion pounds more than in the previous five years.</p><p> </p><p> </p><p> </p><p>We have committed a record level £2.3 billion capital funding right up until 2021. This is a real terms average increase in capital investment compared with the current spending review period and the long-term commitments will allow us to get better value for money. We have also provided an extra £70 million of revenue funding for the Environment Agency to maintain its defences: £35 million this year and £35 million next year, on top of the £5 million we had already committed in 2015/16 before the winter storms.</p><p> </p><p> </p><p> </p><p>The National Audit Office report ‘Strategic Flood Risk Management’ was considered by the Public Accounts Committee on 24 November. 	answer	answer is ministerial correction date of answer 17/12/2014 answer text <p>It is important that the Environment Agency is able to focus its efforts and resources in those areas where the risk of flooding to communities, businesses and property are greatest.</p><p> </p><p> </p><p> </p><p>In the areas where the Evironment Agency is withdrawing from land drainage activities, the Agency is committed to working closely with landowners, farmers, householders and businesses to help them consider the options available to them for taking over the maintenance activities.</p><p> </p><p> </p><p> </p><p>We feel that, in these areas, responsibility for local watercourse management sits more appropriately with expert local bodies, including local authorities and IDBs as well as riparian owners, since these bodies are best placed to take decisions on local priorities in discussion with their communities.</p><p> </p><p> </p><p> </p><p>We are keen to enable these bodies, and individuals, to act effectively in partnerships at a local level to achieve the outcomes that communities want to see. We are engaged in a range of actions to make it easier for farmers and landowners who wish to undertake their own de-silting and channel maintenance activities.
