	answer	answer is ministerial correction date of answer 23/10/2019 answer text <p>We would prefer to leave with a deal and we will work in an energetic and determined way to deliver that better deal.</p><p>The UK food and drink supply chain contributes £121 billion to the economy and employs four million people (12% of UK employment). Food and drink manufacturing is the largest manufacturing sector in the UK, while food and drink retail is the largest service sector employer.</p><p>Consumers have access to a wide range of food products when they shop and this will continue once we leave the EU. However, if key trade routes are temporarily disrupted, there would be reduced availability and choice of certain food products, including some of the fresh produce we import from the EU. As a responsible Government, for almost three years we have been undertaking extensive work to prepare for a no deal scenario and minimise disruption to ensure trade continues to operate smoothly from the day we leave.</p><p> </p><p>The UK has a high degree of food security built on access to a range of sources, including strong domestic production and imports from other countries. This will not change whether we leave the EU with or without a deal. Defra, as the lead Government department for food supply, has long established relationships with industry, and we are working closely with key stakeholders to prepare for all scenarios.</p><p> </p><p>Public sector food provision for specific sectors including hospitals, prisons, schools and care settings is led by the relevant Government departments. However, Defra has been working closely with lead departments (DfE, DHSC, MOJ, MOD) to support their contingency planning for food supply to public services. Defra is providing advice and support to these departments especially to support their engagement with the food industry. Defra and the Food Standards Agency (FSA) have joint responsibility for food as CNI. Defra is responsible for security of supply, and the FSA for food safety and food crime. Food supply is a devolved issue. The policy is devolved to Scotland, Wales and Northern Ireland in the constitutional settlement.</p><p> </p><p>Defra is not responsible for the supply of food and drink to the population in an emergency, and the expertise, capability and levers to plan for and respond to food supply disruption lie within the industry. However, we have well established relationships with the food and drink sectors, and we work collaboratively with the food industry and across Government to support coherent and robust industry contingency planning and response in the event of an incident situation. The food industry is experienced in dealing with scenarios that can affect food supply.</p><p> </p><p>Local authorities do not have a general duty to provide food but have duties to provide food to particular groups in particular circumstances, including schools and care settings. Public sector food provision for specific sectors is led by the relevant Government departments. Defra works with lead Departments (including DfE, DHSC and MoJ) to support their contingency planning for food supply to public services. We will introduce and enforce statutory codes of practice to address unfair trading practices which can occur between food producers and purchasers. However, if this cannot be achieved, we are prepared for the effects of a non-negotiated outcome. The food supply chain has demonstrated its resilience, responding to unprecedented challenges over the last year. The Government is confident that it will continue to be resilient after 31 December.</p><p>The economic impacts of no Free Trade Agreement with the EU have been much debated in the last four years and there are many economic studies on this issue. The Prime Minister has been clear that we will embrace our new future and prosper as an independent free trading nation, controlling our own borders, and setting our own laws.</p><p>From January, we will be able to design our own rules in ways that best support UK businesses to recover from the pandemic. We can benefit from new free trade deals, and open up new markets with other like-minded trading partners. We’ll also be able to target our support in the UK to where it is needed most, to level up our economy.</p><p>Defra continues to engage productively with food and drink businesses from across the industry as they prepare for the end of the transition period. As part of this, Defra regularly holds numerous forums and bilateral meetings with trade associations, manufacturers, processors, wholesalers and retailers and SMEs.</p><p>We continue to work with the industry to understand their readiness and to address concerns. In this, we have provided tailored guidance and support outlining what action businesses should consider taking regardless of the outcome of negotiations. Guidance continues to be updated and shared through the GOV.UK website and digital resources. We continue to monitor food prices using the ONS inflation figures. Recent pressures have been sustained and we have seen food price inflation rise to 12.7% in July, up from 9.8% in June. Defra analysis, based on ONS data, shows that every one percentage point increase in food price inflation increases the average annual food bill of UK households by £34.</p><p> </p><p>Defra is taking action to maintain an efficient food supply chain by mitigating against any potential burdens or friction which could otherwise drive up consumer food prices. For example, we have introduced labelling flexibility to reduce additional cost burdens resulting from the availability of sunflower oil. Defra is also holding regular discussions with industry to explore ways in which they can support low-income households by ensuring affordable food remains available, for example by maintaining value ranges, price matching, price freezing measures and the use of loyalty card offers.</p><p> </p><p>This Government is committed to a sustainable, long-term approach to tackling poverty and supporting people on lower incomes. We recently announced a new £15 billion support package to help families with the cost of living, bringing the total support for households this year to £37 billion. This includes an additional £500 million to help households with the cost of household essentials, on top of what we have already provided since October 2021, bringing total funding for this support to £1.5 billion. In England this will take the form of an extension to the Household Support Fund backed by £421m, running from 1 October 2022 to 31 March 2023. Devolved administrations will receive £79 million through the Barnett formula.
