	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>There are currently 38 colleges that are subject to a notice to improve for financial health.</p><p>The published response to the insolvency consultation stated that, using data and assumptions available at that time, over the first ten years of the insolvency policy (commences April 2019), an additional 63 colleges could meet the current triggers for a notice.</p><p>The Education and Skills Funding Agency (ESFA) has published an Early Intervention and Prevention strategy, which is available at the following link: <a href="https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy" target="_blank">https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy</a>. This strategy outlines how the ESFA works with colleges where data shows that they could be at risk of failure.</p><p>In addition, the ESFA is improving and increasing the financial information that it requests from colleges, which will be analysed by integrated expert teams, and is developing a strengthened approach to intervention and prevention approaches in advance of financial crisis.</p><p>The department is also updating improved guidance for college governors, due later this month, to highlight governors’ fiduciary duties. They are in the process of appointing National Leaders of Governance to deliver sector-led support (alongside the National Leaders of Further Education). This is made up of £5.7 billion as set out in the 2018/19 published 16 to 19 allocations (available at the following link: <a href="https://www.gov.uk/government/publications/16-to-19-allocation-data-2018-to-2019-academic-year" target="_blank">https://www.gov.uk/government/publications/16-to-19-allocation-data-2018-to-2019-academic-year</a>.) along with our estimates of: additional high needs funding from the Dedicated Schools Grant that will be invested by local authorities in young people with complex special educational needs or disabilities (whose support costs more than schools and colleges can meet from their annual budget); and investment in apprenticeships for 16 to 18 year olds.</p><p>By 2020, funding in adult skills participation will have increased through maintaining the Adult Education Budget at £1.5 billion per annum, by investing nearly £2.5 billion in apprenticeships per year, double what was spent in 2010, and by extending the reach of Advanced Learner loans so that funding has been available to meet demand. In addition, the total amount of investment in skills through the European Social Fund (ESF) is between £250 and £300 million per annum. I have asked the Chief Executive, Sir Gerry Berragan, to write to the hon. Interserve is currently working with 1,990 employers.</p><p>Interserve is currently providing continuity of service to all apprentices and their employers and is operating as normal with no disruption to current operations. The Education and Skills Funding Agency (ESFA) currently holds contracts to the value of £9,579,144 with Interserve Learning and Employment (Services) Ltd (this was published in the funding summary in January 2019).</p><p>In addition, Interserve Learning and Employment (Services) Ltd has 5 European Social Funded contracts with the ESFA that started between April and November 2016 and that will end in March 2019. In 2018-19, these projects included: £217 million to support our arms’ length bodies, including £150 million for the Office for Students to deliver priorities as agreed with the department; £75 million for investments in higher education and further education including Institutes of Technology and National Colleges.</p><p>The department will set out detailed plans for funding in future years of this Spending Review as part of its scheduled Main Estimates. The ESFA is undertaking this procurement exercise as an executive agency of the department.</p><p>Current European Social Fund contracts are due to conclude at the end of March 2019. This includes a total of 294 contracts delivering £495 million worth of provision.</p><p>The ESFA are finalising procurement of new European Social Fund contracts to start in April 2019 and to run until 2021 to make sure that there is no gap in provision between the ending of current European Social Fund contracts and the launch of a successor programme. These contracts are flexible to run in both a deal and no-deal scenario - in the event of a no-deal, the costs of provision are covered by the government’s guarantee. When assessing whether or not to sell the loans, the government therefore has to determine today’s value of those future cash flows to be able to compare it against the price being offered by the market. To make this assessment, the government forecasts the repayments and then takes into account: the time value of money, the effect of inflation, the riskiness of the asset, and the opportunity cost of having money tied up in that asset that could otherwise be used for purposes or policies with greater social or economic returns. The OfS may take action where it identifies particular risks to a provider’s financial viability. The department has also given the OfS powers to ensure that registered providers have plans in place to protect their students, via appropriately constructed student protection plans. Should the provider be facing difficulties, the plan may need to be strengthened in a tailored way before OfS can agree it.</p><p>It is the responsibility of Vice-Chancellors and the leaders of higher education providers to ensure their institutions are financially viable.</p><p>The terms of reference of the review of post-18 education and funding include a focus on ensuring choice and competition across a joined-up post-18 education and training sector.
