star this property answer text <p>Our reforms are making apprenticeships longer and better, with more off-the job training and proper assessment at the end, helping employers to create high quality apprenticeships training that will lead to a more skilled and productive economy. By 2020, funding available for investment in apprenticeships in England will have risen to over £2.5 billion per year, to increase the number of high quality opportunities.</p><p>New apprenticeship standards across all levels are being designed and driven by industry according to their skill needs. There are over 400 apprenticeship standards available, across all levels and in a wide range of occupations, with more in development.</p><p>The Institute for Apprenticeships and Technical Education is responsible for advising the Department for Education (DfE) on the appropriate funding band for apprenticeships, to support high quality apprenticeships and provide value for money for employers and government. The funding band represents the maximum government contribution towards the costs of apprenticeship training and assessment, and employers are encouraged to negotiate a price with their provider.</p><p>Information regarding the number of schools that are compliant with the Baker Clause is not held centrally, but the DfE has carried out a survey with the Association of Employment and Learning Providers in June 2018 to find out more about the early impact of the new law. Just over three quarters (76%) of the 75 providers surveyed stated that the duty is being partially complied with in their area. Just under a fifth (19%) said it was not being complied with at all. The remaining 5% said schools in their area are fully compliant. A more recent study by the Institute for Public Policy Research, published on 9 January, found that 70% of providers say that it is difficult to access schools in their area and 31% say that the situation has improved in the last year.</p><p> </p>

star this property answer text <p>The government is committed to tackling loneliness and published its first loneliness strategy on 15 October 2018, bringing together the government, local government, public services, the voluntary and community sector and businesses to identify opportunities to tackle loneliness and build more integrated communities.</p><p>The government recognises that learning English is essential in enabling refugees to rebuild their lives. We are working closely across government to develop a new strategy for English for speakers of other languages (ESOL) in 2019, which will provide a shared vision for all publicly funded English language provision, including addressing the needs of refugees.</p><p>We know that language skills are crucial to help people integrate into life in England, as well as to break down barriers to work and career progression. This is why we support adults in England through the Adult Education Budget to secure the English language skills they need. The Home Office and the Department for Education have also provided £10 million to enable refugees resettled through the Vulnerable Persons Resettlement Scheme to access additional classes.</p>

The Home Office and the Department for Education have also provided £10 million to enable refugees resettled through the Vulnerable Persons Resettlement Scheme to access additional classes. The government has committed to developing a new strategy for English for speakers of other languages in 2019. star this property answer text <p>The use of companies that sell bespoke essays to students who submit them as their own work undermines the reputation of the sector and devalues the hard work of those succeeding on their own merit. We are currently focussing on non-legislative options to address this problem, but remain open to the future need for legislation, and will continue to investigate all options available. We should only legislate where it is absolutely necessary. The government’s preferred approach is to tackle this issue through a sector-led initiative, which is why the department has worked with Quality Assurance Agency (QAA), Universities UK and the National Union of Students to publish guidance last October for all UK Universities on how best to tackle contract cheating.</p><p>Time is needed to fully evaluate the effectiveness of the new guidance and this is underway. The QAA is running a series of seminars to evaluate how the sector is using the guidance.</p><p>Officials are also working closely with the QAA on proposals for a UK Centre for Academic Integrity that would help the UK government and the higher education sector to better understand the scale of the problem and identify new ways to tackle the issue.</p><p>Through the Higher Education and Research Act 2017, we have given the Office for Students the power to take action if higher education providers are found to be, in any way, complicit in cheating. This includes imposing fines or ultimately de-registration, the highest possible punishment. We expect Vice-Chancellors to play their part by adopting robust anti plagiarism and cheating policies which exclude students who use essay mills and by tackling the advertising of these services in their institutions.</p><p>We welcome the swift action YouTube took to remove videos containing adverts promoting the EduBirdie essay-writing service, in response to recent the BBC Trending investigation on academic cheating, in which it was made very clear that YouTube had a moral responsibility to take action.</p><p> </p>

star this property answer text <p>Intolerance and bullying has no place in our society and no one should live in fear of bullying on the basis of their sexuality.</p><p> </p><p>As part of our commitments in the government’s Hate Crime Action Plan and Integrated Communities Action Plan, the department is taking forward a number of measures to help the sector prevent and tackle prejudice and bullying, and promote tolerance. This includes continuing to support schools in their requirement to promote our shared values of democracy, individual liberty, the rule of law and mutual respect and tolerance for those with different faiths and beliefs.</p><p> </p><p>All schools must have a behaviour policy that includes measures to prevent bullying, and all schools must comply with the requirements of the Equality Act. The department recently published the Respectful Schools Communities toolkit; a self-review and signposting tool to support schools to develop a whole-school approach which promotes respect and discipline. In addition to this, the department is providing over £2.8 million of funding, between September 2016 and March 2020, to 4 anti-bullying organisations to support schools to tackle bullying. This includes projects targeting bullying of particular groups, such as those who are victims of hate related bullying, along with a project to report bullying online.</p>
