star this property answer text <p>This Government recognises the value of supporting students to study and do work placements overseas because of the benefits it brings to the UK and our international partners.</p><p>Student mobility can provide life changing opportunities while creating a generation of globally minded young people with broadened horizons. It enhances productivity and employment outcomes for young people while also helping to build international relationships between students and institutions.</p><p>That is why we introduced the UK’s £110 million international mobility programme, the Turing Scheme, which is providing the opportunity for more than 40,000 students in schools, colleges and universities to study and work abroad this academic year in over 150 destinations.</p><p>The Turing Scheme specifically seeks to support participation of UK students from disadvantaged backgrounds and areas of historical low participation in student mobility. More than 19,000, 48%, of the placements approved for funding are for participants from disadvantaged backgrounds. This will help to ensure these life-changing opportunities are accessible to everyone across the country.</p>

star this property answer text <p>Employers are facing a skills shortage that we must act to address. It is vital in a fast moving and high-tech economy that we close the gap between what people study and the needs of employers. This is why we are introducing over 20 T Levels and are strengthening the routes to progress into skilled employment or further study with high quality qualifications that are fit for the future. T Levels are challenging qualifications developed with 250 leading employers. They include a meaningful nine-week industry placement and will equip more young people with the skills, knowledge and experience necessary to access skilled employment or further training.</p><p>We set out the qualifications we intend to fund alongside A levels and T Levels at level 3 in July 2021. We are clear that any qualifications that are funded to be taken alongside or instead of A levels or T Levels must be high quality and lead to good outcomes. We will fund level 3 BTECs and/or other Applied General or similar qualifications where there is a clear need for skills and knowledge that T Levels and A levels cannot provide. These must meet new quality criteria to be approved for funding.</p><p>We have been clear that we expect the changes to be generally positive as students will have access to higher quality qualifications in the future, including new T Levels. This will put students in a stronger position to progress onto further study or skilled employment.</p>

star this property answer text <p>There are over 2,000 qualifications available at level 3, and as part of first overlap process T Levels we asked independent assessors to look at over 700 of these as they are in similar subject areas to wave 1 and 2 T Levels.</p><p>Assessors were asked to assess qualifications against three tests:</p><p> </p><ul><li>is it a technical qualification, in that it primarily aims to support entry to employment in a specific occupational area(s)?</li><li>are the outcomes that must be attained by a person taking the qualification similar to those set out in a standard covered by a T Level?</li><li>does the qualification aim to support entry to the same occupation(s) as a T Level?</li></ul><p> </p><p>Only qualifications which met all three tests in relation to a wave 1 and 2 T Level were included on the provisional list. Assessors considered evidence such as qualification specifications to determine whether these tests were met.</p><p>To ensure the rigour of this process recommendations were moderated internally and we published a provisional list of 160 qualification on 11 May. We have put in place an appeals process if awarding organisations do not feel we have applied the criteria correctly, and awarding organisations have until 8 July 2022 to submit appeals.</p><p>The assessors commenced work in summer 2021 and their involvement in the wave 1 and 2 overlap process will conclude once the appeals process has been completed in September 2022.</p><p> </p>

star this property answer text <p>The written ministerial statement of <a href="https://questions-statements.parliament.uk/written-statements/detail/2022-04-19/hcws769" target="_blank">19 April 2022</a> announced the outcomes of the bidding round for the Further Education Capital Transformation Programme and listed the 62 further education colleges that were successful.</p><p> </p><p>The table attached sets out the lower tier local authority and the parliamentary constituency that each of the projects for the 62 successful colleges are located in.</p><p> </p><p>For the purposes of announcing the outcomes in a written ministerial statement, it was considered sufficient to list the 62 colleges along with the region they are located in.</p><p> </p> more like this

star this property answer text <p>The department is currently collating and quality assuring data on apprenticeships for the 2021/22 financial year. Final figures are not yet available. The Cabinet Office, on behalf of the Civil Service, will be publishing a full breakdown of departmental performance on apprenticeships in the autumn in line with previous years. We are not yet able to say what proportion of the workforce were apprentices during the 2020/21 financial year.</p><p>Over the four years of the target 2017-2020, the department exceeded the target with 2.6% of the workforce starting an apprenticeship during this period. We have taken steps to increase our apprenticeship starts through advertising the majority of external vacancies at junior grades as apprenticeships since September 2020 and we are therefore on track to exceed the target during the 2021/22 academic year.</p><p> </p> more like this

star this property answer text <p>Apprenticeships will play a key part in supporting the creation of two million skilled jobs to build back greener and support the UK to transition to net-zero by 2050.</p><p>The department has put employers at the heart of our apprenticeship system, empowering them to design a range of high-quality apprenticeship standards that are directly aligned to the green economy. This includes Dual Smart Meter Installer level 2, Countryside Ranger level 4 to level 7 Sustainability Business Specialist.</p><p>The Institute for Apprenticeships and Technical Education (the Institute) has identified over 50 apprenticeship standards that are supportive of the green economy. This includes some in the Digital, Science Technology, Engineering and Mathematics, and Project Management spheres. This will support employers to develop the right skills and build the workforce for tomorrow.</p><p>The department is encouraging employers to make full use of apprenticeships in the environmental sector, including those in construction and manufacturing who want to develop green skills. We are also improving training options and supporting modern methods of construction that support greener approaches and deliver our commitment to a net-zero economy.</p><p>The department will continue to ensure apprenticeships support new and emerging occupations with the help of the Institute, which is prioritising the development of green apprenticeship standards. This will ensure that employers in the green economy can benefit from apprenticeships and support our transition to net-zero.</p><p> </p>

star this property answer text <p>The Lifelong Loan Entitlement (LLE) will provide individuals with a loan entitlement to the equivalent of four years of post-18 education to use over their lifetime. It will be available for both modules and full years of study at higher technical and degree levels (levels 4 to 6), regardless of whether they are provided in colleges or universities.</p><p>We want to drive a transformative impact on post-18 study, delivering greater parity between further education (FE) and higher education (HE). Under this flexible skills system, people will be able to space out their studies and learn at a pace that is right for them, including choosing to build up their qualifications over time, within both FE and HE providers.</p><p>The Skills and post-16 Education Bill modifies my right hon. Friend, the Secretary of State for Education’s existing powers to set the levels of loan available to support more modular provision, which could extend across both tuition fee and maintenance support. The LLE is also intended to fund whole courses, or their component modules if taken separately, that meet the necessary regulatory requirements and are provided by or on behalf of a registered provider. We are considering what maintenance loans and student support grants would be available for any study funded through the LLE, as well as how to best support modular study. We will consult on the detail and scope of this in due course. The LLE does not extend to level 3 provision, which is already funded through a number of other funding streams.</p><p>The Adult Education Budget (AEB) fully funds or co-funds skills provision for eligible adults aged 19 and above from pre-entry to level 3, to support adults to gain the skills they need for work, an apprenticeship or further learning. This includes a statutory entitlement to full funding for adult learners aged 19-23 undertaking their first full qualification at level 3.</p><p>Since 1 April 2021, the National Skills Fund has been supporting any adult who does not have A level equivalent or higher qualifications, to access over 400 fully funded level 3 courses, with Free Courses for Jobs. This offer is a long-term commitment, backed by £95 million from the National Skills Fund in year one. From April, any adult in England earning under the national living wage annually (£18,525) or unemployed, will also be able to access the Free Courses for Jobs offer for free, regardless of their prior qualification level.</p><p>Living costs support is not offered to those undertaking level 3 qualifications. General support for those costs is provided for by the Department for Work and Pensions. Through grant funding and a bursary fund for those with an advanced learner loan, colleges and other training providers are able to help adult learners overcome barriers which prevent them from taking part or continuing in learning. This includes:</p><ul><li>Learner support to support learners in financial hardship. Providers have discretion to help learners meet course related costs such as transport, accommodation, books, equipment and childcare.</li><li>Learning support to meet the additional needs of learners with learning difficulties and/or disabilities.</li></ul>

star this property answer text <p>T Levels are based on the same occupational standards as apprenticeships and the outline content is designed by panels of employers, industry experts and education providers, working with the Institute for Apprenticeships and Technical Education. In developing the outline content for the Craft and Design T Level, which is rolling out in September 2023, the T Level panel took account of a number of factors when determining the occupational specialisms of jewellery making and ceramics making, including deliverability and likely demand from employers and students.</p><p> </p><p>The department is investing in direct support to employers and providers to increase the number of industry placements available for all T Levels, across all regions. We have invested over £200 million since the 2018/19 academic year to help providers build their capacity and networks with employers, and we are engaging directly with employers through the National Apprenticeship Service to develop a pipeline of industry placements. We are also working with key intermediaries to develop innovative ways to stimulate the small and mid-size enterprises market, which includes targeting specific industries and geographical regions, and we have established a T Level employer ambassador network to engage with others in their industries on T Levels and industry placements.</p><p> </p><p>There is also a comprehensive package of support available for employers, which offers online guidance, webinars and direct hands-on support to help them prepare for industry placements, and we are further developing our communications materials to continue to raise the profile of T Levels to employers. We will continue to monitor the availability of industry placements across the country to ensure that all T Level students have a high-quality placement.</p>
