	answer	answer is ministerial correction date of answer 08/08/2019 answer text <p>Higher education providers have legal responsibilities under the Equality Act (2010) to support students, including those with mental health conditions. As independent and autonomous institutions it is for providers to determine the precise nature of any mental health training they offer to staff.</p><p> </p><p>Mental health service provision is a priority for the government, which is why the former Prime Minister (Theresa May), my right. Hon friend for Maidenhead recently announced measures on 17 June which overhaul the government’s approach to preventing mental illness. These measures included providing £1 million to the Office of Students (OfS) for a competition to find innovative new ways to support mental health at universities and colleges. The OfS is currently working with students, sector representatives, experts and relevant government departments to develop priorities. They aim to publish further details by the end of the year.</p><p> </p><p>The department is also working closely with Universities UK on embedding the Step Change programme. This calls on higher education leaders to adopt mental health service provision as a strategic priority and take a whole-institution approach to embed a culture of good mental health practice.</p><p> </p><p>The University Mental Health Charter, which was announced in June 2018, is also expected to drive up standards in promoting mental health and wellbeing, positive working environments and excellent support for both students and staff.</p><p> </p><p>The former Minister for Universities, Science, Research and Innovation (Chris Skidmore), my hon. Friend for Kingswood gave a speech on 7 May 2019 that focused on early career researcher contracts and employment conditions. The Independent Review of the Concordat to Support the Career Development of Researchers, led by Professor Julia Buckingham, has recognised issues of wellbeing and poor mental health as a significant challenge faced by early career academics and researchers. 	answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>The information requested on degrees rescinded because of academic offenses is not held centrally. In 2016, the Quality Assurance Agency (QAA) found there were approximately 17,000 instances of academic offences per year in the UK.</p><p>The use of companies that sell bespoke essays to students who pass the work off as their own undermines the reputation of the education system in this country, and devalues the hard work of those succeeding on their own merit.</p><p>The government expects that educational institutions do everything in their power to prevent students being tempted by these companies. The most recent guidance from the QAA highlights the importance of severe sanctions of suspension or expulsion if ‘extremely serious academic misconduct’ has been discovered.</p><p>On 20 March, my right hon. Friend, the Secretary of State for Education challenged PayPal to stop processing payments for ‘essay mills’ as part of an accelerated drive to preserve and champion the quality of the UK’s world-leading higher education system. PayPal is now working with businesses associated with essay-writing services to ensure its platform is not used to facilitate deceptive and fraudulent practices in education.</p><p>Google and YouTube have also responded by removing hundreds of advertisements for essay writing services and promotional content from their sites.</p><p>In addition, the department published an Education Technology strategy on 3 April which challenges tech companies to identify how anti-cheating software can tackle the growth of essay mills and stay one step ahead of the cheats. These guarantees apply whether the UK leaves the EU with a deal or not. Applications for courses starting in academic year 2020/21 do not open until September 2019. We will ensure students and institutions have the information they need well in advance of that date.</p><p>Students from the EU make an important contribution to the universities sector and it is a testament to our system that so many students from abroad choose to come and study here. The arrangements for EU nationals will be considered as part of wider discussions about the UK's relationship with the EU. The observation can be found at: <a href="https://www.ifs.org.uk/publications/9217" target="_blank">https://www.ifs.org.uk/publications/9217</a>.</p><p> </p><p>My statement, that to return to a stage where universities are financed entirely by taxation would increase the burden on the taxpayer by £12 billion, is based on IFS modelling that shows that the total long run contribution of the government to remove tuition fees would be £12.5 billion, rounded down to the nearest billion. Step Change calls on higher education leaders to adopt mental health as a strategic priority. Step Change also advocates a whole-institution approach to transform cultures and embed mental health initiatives beyond student services teams.</p><p>The former Higher Education Funding Council for England's Catalyst Fund also provided £1.5 million for 17 projects to improve the mental health of postgraduate research students. The Office for Students (OfS) is working with Research England to deliver this scheme.</p><p>This investment and the ongoing work of the OfS will support a range of activities. It will develop new practice for the pastoral support of postgraduate research students, and enhance training for their supervisors and other staff. 	answer	answer is ministerial correction date of answer 08/01/2019 answer text <p>Provisional data for 2017/18 provided by the Student Loans Company (SLC) shows that 1,600 part-time undergraduate English domiciled students have so far been paid Disabled Students’ Allowances (DSA) for equipment, a 23% increase on the number paid at the same point in the academic year 2016/17 (1,300).</p><p>Data provided by the SLC shows that, in the academic year 2016/17, 1,500 part-time undergraduate English domiciled students were paid DSA for equipment. This compares to 1,700 in the academic years 2015/16 and 2014/15.</p><p>For full-time students only, DSA provisional uptake and expenditure data for 2017/18 show an increase in the number of students benefitting from the equipment allowance to 21,800, compared to 18,700 at the same point in the previous year. The overall expenditure has also risen, to £21.5 million in 2017/18 compared to £14.4 million at the same point the previous year: an increase of almost 50%.
