We introduced incentive payments as part of the Plan for Jobs to support employers to offer apprenticeships to new hires between 1 August 2020 and 31 January 2022.</p><p>The incentive payment scheme was implemented across three phases, with extensions and new phases developed in response to the national impact of the COVID-19 pandemic and the expansion of the Plan for Jobs package.</p><p>From the onset of the scheme, we have communicated extensively to employers and providers that, as the employer receives the incentive payment directly, it is their responsibility to apply for the payment.</p><p>Deadlines for each phase of the scheme and how to apply have been communicated in a number of ways. This includes through direct emails to all apprentice employers, notifications in employers’ apprenticeship service accounts, guidance on GOV.UK pages, posts on social media channels, and the apprenticeship funding rules.</p><p>There has been no formal obligation for training providers to inform employers of the process for applying for incentive payments, but we have communicated extensively with providers and intermediary organisations so that they have the same information as employers. Training providers may have chosen to share information or offer guidance to their employers on the incentives scheme as part of their activities to support the smooth running of an employer’s apprenticeship programme.</p><p>Due to our extensive communications to employers, we have no plans to introduce an appeals process for employers who missed the deadline. We do not hold information on the number, or details, of employers that did not submit an application for an incentive payment in time.</p><p>Over 170,000 incentive payment claims have been submitted by employers as of February 2022. I am aware of representations on the subject of funding for 16 to 19 year olds including the Raise the Rate campaign, and incoming letters from MPs and the 16 to 19 sector.</p><p>We have protected the base rate of funding for 16 to 19 year olds for all types of providers until the end of the current spending review period in 2020. However, the number of students entering each subject can be provided as a proxy, and this data is available at institutional level from 2011/12. Between 2011/12 and 2016/17, there have been 99 sixth form colleges that were open for at least one year. The attached table gives the number of pupils entering each subject at each institution for each year.</p><p>Some sixth form colleges were not always open, have since closed, or have converted to academies (these are denoted as ‘-’ in the figures). Having zero entries into a subject does not necessarily mean that the subject was not offered by the sixth form in that year - it could be the case that no students chose to enter it or if they did, they sat no exams in that particular year. This formula has operated since 2013/14. 	answer	answer is ministerial correction date of answer 17/07/2017 answer text <p>Officials are working closely with the college ahead of its planned merger with Mid Cheshire College on 1 August 2017 to ensure that its application for change of name meets the published criteria and stands the best possible chance of being approved.</p><p>The name Warrington and Vale Royal College requires approval from both the Cabinet Office and Companies House for use of the word Royal. An earlier application made by the college in June was rejected by Cabinet Office.
