Just over 100 providers are now teaching T Levels and from next September this number will rise to around 200. For this initial rollout we selected high performing providers to ensure high-quality from the start. We have invested £165 million over the past 3 years to help providers build their capacity and relationships with employers and we have published practical industry placement delivery guidance for both providers and employers. We are engaging directly with employers through the National Apprenticeship Service to provide a strong pipeline of employers ready to offer placements and there is a comprehensive package of support available for employers offering online guidance, webinars and direct hands-on support to help them prepare for industry placements. We have established a T Level employer ambassador network to engage with others in their industries on T Levels and placements, and we are further developing our communications materials to continue to raise the profile of T Levels to an employer audience. The learning needs of 16-19 year olds and the skills needs of employers have played a central role at every stage of T Level development.</p><p> </p><p>T Levels are based on the same standards as apprenticeships and the outline content was designed by panels of experts in collaboration with the Institute for Apprenticeships and Technical Education (the Institute). The T Level panels consist of employers, industry experts and education providers, including some further education colleges. A list of panel members for each T Level can be accessed on gov.uk: <a href="https://www.gov.uk/government/publications/t-level-panels-membership" target="_blank">https://www.gov.uk/government/publications/t-level-panels-membership</a>.</p><p> </p><p>In developing the outline content, T Level panels received support and advice from education experts who have significant experience and expertise in curriculum and assessment design and in pedagogy.</p><p> </p><p>A single awarding organisation is contracted by the Institute to develop the technical qualification for each T Level on the basis of the outline content. Awarding organisations are required to evidence engagement with a range of education providers and employers throughout the development process.</p><p> </p><p>T Level technical qualifications are quality assured by the Institute and Ofqual. We have already invested over £165 million in capacity building funding to ensure providers can work with employers to deliver Industry Placements. An Employer Incentive Scheme has also been introduced, where employers can receive a £1,000 payment for hosting a T Level industry placement.</p><p>To ensure that T Level students benefit from high quality facilities and cutting-edge equipment, we have made £268 million capital funding available for T Levels starting in 2020, 2021 and 2022. Students will continue to access a wide variety of high-quality level 3 pathways in future. They will continue to be able to study applied general qualifications (AGQs) as part of mixed programmes alongside A levels, where they meet new quality standards. Students will also be able to study AGQs as their full programme of study where there is no T Level and are in areas less well served by A levels.</p><p> </p><p>There will be a range of technical qualifications that will be offered alongside T Levels. The first will be qualifications supporting entry to occupations where there is no T Level. The second will be ‘specialist’ qualifications that develop more specialist skills and knowledge than could be acquired through a T Level alone.</p><p> </p><p>The accompanying impact assessment did not distinguish between short and long term impacts of change but set out our expectation that the educational impact of the reforms will be positive for most students. This is because students will have access to higher quality qualifications in future, including new T Levels. Students can re-take all elements of the T Level Technical Qualification and the timing of retakes will depend on the availability of assessments set by the T Level awarding organisation. As per study programmes for young people, retakes of components are not generally eligible for funding as the activity has already been funded. In exceptional circumstances students may be eligible for funding, and institutions will need to consider the relevant funding guidance.</p><p>T Levels require students to have achieved level 2 mathematics and English by the end of their course, either through Functional Skills or GCSEs, and students will be able to resit these throughout their course. Institutions also have the discretion to allow students to make up the required industry placements hours, up to 2 years after finishing their T Level programme, should they need to. T Levels in craft and design will be made available from 2023 and will contain content of relevance to the art and design sector – including occupational specialisms such as textiles, ceramics and jewellery making. The outline content for this qualification can be found at: <a href="https://www.instituteforapprenticeships.org/media/5021/craft-and-design-final-outline-content.pdf" target="_blank">https://www.instituteforapprenticeships.org/media/5021/craft-and-design-final-outline-content.pdf</a>.</p><p>The T Level in Media, Broadcast and Production, also due to be introduced from 2023, will offer occupational specialisms of relevance to the music and performing arts industry, including Creative Media Technician, Events and Venues Technician and Content Creation and Production.
