	answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>To help give certainty we announced guarantees on student finance for EU nationals.</p><p>The government announced in July 2018 that EU nationals (and their family members) who start a course in England in the 2019/20 academic year or before will continue to be eligible for ‘home fee’ status and student finance support from Student Finance England for the duration of their course, provided they meet the residency requirement. These guarantees apply whether the UK leaves the EU with a deal or not. Applications for courses starting in academic year 2020/21 do not open until September 2019. We will ensure students and institutions have the information they need well in advance of that date.</p><p>Students from the EU make an important contribution to the universities sector and it is a testament to our system that so many students from abroad choose to come and study here. The arrangements for EU nationals will be considered as part of wider discussions about the UK's relationship with the EU. The total number of international students (EU and non-EU) studying in the UK has increased from 442,000 in 2016/17 to 458,000 in 2017/18.</p><p>The government fully recognises the important economic and cultural contribution that EU and international students make to the UK’s higher education sector. We want that contribution to continue and we are confident – given the world-class quality of our higher education sector – that it will. We welcome international students and there continues to be no limit on the number who can come here to study, nor any plans to limit any institution’s ability to recruit them.</p><p>That is why the government announced on 21 January that an international education strategy will be produced by the Department for Education and the Department for International Trade in 2019. 	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>​The terms and conditions of repayment of student loans are set out by the Education (Student Loans) (Repayment) Regulations 2009 (as amended). These regulations make provision for repayment for borrowers resident both in the UK and overseas, including the EU.</p><p> </p><p>The Department for Education continues to work closely with the Student Loans Company (SLC) to ensure a robust overseas repayment strategy. The SLC has arrangements in place to collect repayments from borrowers who move away from the UK and establishes a repayment schedule based on the borrower’s income and provides information on the methods of repayment available.</p><p> </p><p>If borrowers based overseas fail to remain in contact with the SLC, the SLC will set up a fixed repayment schedule and place those borrowers in arrears. Borrowers with post-2012 loans who have not remained in contact with the SLC are charged the maximum interest rate of RPI+3% until they get back in touch. The information is not held in the requested format, however the SLC publishes data on the number of EU nationals who have been placed in arrears, as they have not provided details of their income. Around 9,600 EU borrowers had not provided details of their income and had been placed in arrears as at 31 April 2018.</p><p> </p><p>Statistics covering loan repayments are published annually by the SLC for each UK government administration as part of the ‘Debt and repayment statistics for England 2017-18’. The government wants that contribution to continue and we are confident – given the quality of our higher education sector – that it will. We are similarly committed to the English language teaching sector and recognise the opportunities and value this brings to institutions in both the UK and abroad.</p><p>The government is undertaking a comprehensive and wide-ranging programme of ongoing analysis in support of our EU exit negotiations and preparations. In addition, the independent Migration Advisory Committee (MAC) recently published its report on the impact of international students in the UK, which highlighted the important part that international students play in the UK education sector, the economy and our society. The MAC report will inform our decision-making and we will consider their recommendations carefully before setting out further detail on the UK’s future immigration system; the government plan to publish a white paper on the future immigration system later this year.</p><p>In the meantime, to help provide certainty for prospective students and the sector, we have given assurances on student finance for EU students starting courses in 2019/20 academic year or before. We have also reached an agreement with the EU guaranteeing the rights of EU citizens living in the UK and of UK nationals living in the EU. A non-UK EU citizen legally resident in the UK at the start of their course will continue to be eligible for the duration of their course.</p><p>The published document 'Funding guidance for young people 2018 to 2019: funding regulations' sets out the eligibility rules that apply for all of the funding year, from 1 August 2018 to 31 July 2019, and states that EU and EEA nationals are eligible for funding for this period. We have agreed with the EU that current EU principles of equal treatment and non-discrimination will apply during the implementation period.</p><p> </p><p>We have agreed as part of the Withdrawal Agreement with the EU that those who are resident in the UK before the end of the implementation period will have a right to apply for leave to remain in the UK thereafter. Those within scope of the Withdrawal Agreement and who meet the relevant eligibility requirements will have access to home fees status and student loans after the end of the implementation period.</p><p> </p><p>We recognise how important it is that students and institutions have information on eligibility for student support before applications for courses open.
