The Civil Society portfolio includes responsibility for Youth Policy, the National Citizen Service and the UK Youth Parliament. There was no change in the number of civil servants in the department as a result of that appointment.</p><p> </p><p>DCMS conducted a series of regional workshops in March and April to discuss current issues for youth policy with representatives from the youth sector, local authorities and young people. In addition, the Government is investing up to £40 million (in partnership with the Big Lottery Fund) in the Youth Investment Fund, which is supporting 90 youth organisations around the country to create and expand open access youth projects, and is expected to benefit up to 300,000 young people. 	answer	answer is ministerial correction date of answer 06/09/2018 answer text <p>The French, German and US schemes referred to in the Cost Benchmark Report do not deliver the NCS programme. These schemes are used to compare the cost of the NCS programme with other international youth programmes. The report finds that overall programme costs of NCS are significantly lower than those of these international comparators, although meaningful comparison is difficult as NCS is delivered in an intensive, 3-4 week programme, and these international schemes are delivered over an extended period, varying between 3-18 months and with varying levels of time commitment. These schemes also include direct and indirect payments to participants.</p><p> </p><p>DCMS and the NCS Trust are committed to further improving the value for money and reducing the unit cost of the NCS programme. 	answer	answer is ministerial correction date of answer 23/04/2018 answer text <p>NCS Trust pays providers 50% of the unit cost of commissioned places in advance so that they can build the infrastructure needed to safely deliver NCS. The £10 million figure refers to the amount paid upfront to NCS providers in 2016 for places that were not filled.</p><p>For the Summer 2016 programme, providers whose delivery was below contractual performance thresholds were audited in order to identify whether the advance payments had been fully spent.
