star this property answer text <p>In the Autumn Statement the Chancellor announced a £1.4 billion expansion of the Shared Ownership and Affordable Homes Programme (SOAHP) 2016-21 and a relaxation of restrictions on tenure. The expanded and more flexible programme will allow providers to have the agility to quickly and effectively respond with the right products to local needs and markets. Local authorities, along with other providers, are able to bid into the programme, and so the proportion of the 40,000 starts that local authorities build will become clear through the bids that are submitted during the continuous market engagement phase.</p> more like this

star this property answer text <p>We have expanded the Shared Ownership and Affordable Homes Programme 2016-21 with an additional £1.4billion to deliver a further 40,000 housing starts by 2021, increasing the overall capital budget to over £7 billion. Housing Co-Operatives and others will be able to apply when the expanded programme opens to new bids early in the new-year through continuous market engagement. However, there will be no artificially imposed limit or quota on how much will be available for Housing Co-Operatives or other providers. The greater tenure flexibility we have introduced in the expanded programme will also make it easier for Co-Operatives to bid to deliver new homes.</p> more like this

star this property answer text <p>The Government is committed to ensuring that brownfield land is used as much as possible for new development. This is supported by our intention to create a £1 billion Brownfield Fund to unlock homes on brownfield land. The Fund is a new initiative and as such no payments from it were made in previous years.</p><p> </p><p>The focus of the Fund will be on unlocking homes on brownfield land to create additional housing. Ministers are finalising the details of how it will operate and are clear that the role of local authorities such as Pendle Borough Council will be crucial.</p> more like this

star this property answer text <p>We encourage local authorities to work closely with their communities to look at the range of options open to them. This may include forming community led groups, such as co-operatives, Community Land Trusts or Tenant Management Organisations. My officials continue to discuss issues affecting co-operative housing more generally with the co-operative sector.</p><p> </p><p> </p><p> </p><p>Council tenants have the Right to Manage, which enables them to set up a Tenant Management Organisation (a management co-operative) to manage the homes in their area, with a management allowance from the Council. The Tenant Empowerment Programme, £2 million in 2014/15 and £1 million in 2015/16, supports social housing tenants to engage in, manage and/or take control of their housing services. This includes training, support and funding to enable tenant groups to take up their Right to Manage. There are currently over 200 Tenant Management Organisations across England, managing around 80,000 homes.</p><p> </p><p> </p><p> </p><p>In October 2012, we funded the Co-operatives UK to establish and run the Community Shares Unit to grow a sustainable market and promote the long term success of the community shares model, as a means to raising equity finance and increasing participation in community enterprises and projects. Community-led housing is one of the areas identified as requiring development.</p><p> </p><p> </p><p> </p><p>We are also encouraging community led organisations, including co-operatives, to apply for funding through the 2015-18 Affordable Homes Programme. The Homes and Communities Agency has held back over 25% of their £1.7 billion budget, for which it is now inviting bids. This should be of particular help to smaller community-led organisations.</p><p> </p>

star this property answer text <p>We are keen to drive up delivery of new housing once permission has been granted and we are actively taking steps to tackle some of the factors which can delay a start to development. We are taking forward measures through the Neighbourhood Planning Bill, which was introduced on 7 September, to improve the use of planning conditions to avoid unnecessary delays to development. We have also, through the Housing and Planning Act 2016, introduced a provision for a section 106 dispute resolution process. This will assist in speeding up negotiations on the content of section 106 planning obligations, where developers and local authorities have failed to reach an agreement. Secondary legislation is required to implement the provision. We also expect the members of the Home Builders Federation to adhere to their commitments in May to provide local authorities with transparent annual returns on build-out rates. And we will be setting out further measures in the forthcoming Housing White Paper.</p>

star this property answer text <p>The Government has acted to protect tenants against unfair and excessive letting agency fees by requiring agents to publish a full breakdown of all charges prominently in their offices and on their website. A fine of up to £5,000 can be levied against agents who fail to comply.</p><p>Transparency is the key to keeping fees low, giving tenants the necessary information to make informed decisions and compare prices and, therefore, creating effective competition that should force agents to keep fees fair.</p><p>The Government has also made it a legal requirement, since 1 October 2014, for letting and managing agents in England to belong to one of the three Government approved redress schemes, offering a clear route for landlords and tenants to pursue complaints and, therefore, driving up standards.</p><p>We will continue to monitor the impact of these new requirements.</p> more like this
