star this property answer text <p>There is no requirement that a councillor who is subject of, or mentioned in, a complaint to the Local Government Ombudsman be informed of the nature of the complaint or the identity of the complainant. However, the Local Government Ombudsman’s practice is to request that local authorities ensure all interested parties within the local authority are aware of the investigation and are able to comment before the Ombudsman comes to a final decision.</p> more like this

star this property answer text <p>Local Plans play a critical role in determining what development is appropriate and where, and it is therefore essential that plan-making is as simple, quick and accessible a process as possible. On 15 September, my hon. Friend, the Minister for Housing and Planning (Brandon Lewis), announced that we have brought together a panel of experts drawn from across the built-environment sector to help look at ways in which we could radically improve plan-making in practice (see attached). The group will consider all elements of plan-making from policy and procedural requirements of plans to how plan-making is practically undertaken. Their work will conclude in early 2016, after which I will set out to Parliament how we intend to proceed to reform plan-making.</p> more like this

star this property answer text <p>The effect of our up-dated policy is that local planning authorities now need to make traveller site provision in their Local Plans only for those travellers who meet the new definition. Anyone from the travelling community who no longer travels will have their planning application considered in the same way as any other member of the settled population. In addition, in exceptional cases, where a local planning authority is burdened by a large-scale unauthorised site that has significantly increased their need, and their area is subject to strict and special planning constraints, then there is no assumption that the local planning authority is required to plan to meet their traveller site needs in full.</p> more like this

star this property answer text <p>The Commissioners were appointed by my predecessor in response to an independent inspection of Tower Hamlets which concluded the Authority was failing to comply with its best value duty in a number of significant areas. My rt. hon. Friend, the Secretary of State (Greg Clark) subsequently met the Lead Commissioner Sir Ken Knight and discussed the intervention and his team’s role and work. Specifically, under the Commissioners’ guidance, a new Mainstream Grants Programme has been developed through an open and transparent commissioning process. Parliamentary and mayoral elections in the borough have passed without incident, and recruitment of a new permanent top officer team, including Will Tuckley as CEO and Returning Officer, has taken place. I am satisfied that the Commissioners have made a significant contribution to building sound financial management and good governance in Tower Hamlets and will continue to do so.</p> more like this

star this property answer text <p>Local Plans must be based on robust and up-to-date evidence and consistent with the National Planning Policy Framework. To revise a housing target an authority will need to take account of policy requirements in the Framework, planning guidance, and bring forward proposed changes in line with existing legal and procedural requirements. Planning policy is clear that Local Plans should be regularly reviewed to ensure that they are up to date, and planning guidance that wherever possible housing needs assessments should be informed by the latest available information.</p> more like this

A discussion paper entitled ‘Parking reform: tackling unfair practices was’ published earlier this year. We received in excess of 500 detailed responses to the discussion paper where the issue of burden of proof being on the registered keeper was raised.
