star this property answer text <p>Yes, the strict tests on flood risk set out in national planning policy apply to rural and urban areas. These tests include ensuring new development does not increase flood risk elsewhere. In the new planning guidance we launched on 6 March we have made it crystal clear that councils need to consider these tests and where they are not met new development should not be allowed.</p><p> </p> more like this

star this property answer text <p>While the Government does not have immediate plans to review the rights of social housing tenants, in light of the terrible tragedy of the Grenfell Tower fire, we have been clear in that more attention must be focused on social housing and listening to its tenants. We are determined to do all that we can to make sure that something like this never happens again.</p><p>Our immediate priority is to support the victims, to find homes for those made homeless by the fire, and to make sure the country's housing stock is safe. The Secretary of State also announced on 5 July that an independent Recovery Taskforce will be appointed to advise the Council on the longer term recovery needs, and will answer directly to the Secretary of State. The Taskforce will remain in place for as long as is required.</p> more like this

These are local schemes, and it is for local authorities to ensure that the effect on specific groups of council tax payers is proportionate and fair.</p><p>The £100 million transition grant was a voluntary grant for the first year only of the new system of local council tax support. We have been clear from the outset that it was intended to give councils time to transition to the new localised regime and realise greater efficiencies such as cutting fraud and error, which cost £230 million in 2012-13.</p><p>Spending on council tax benefit doubled under the last Government, costing taxpayers £4 billion a year – equivalent to almost £180 a year per household. Welfare reform is vital to tackle the budget deficit left by the last Administration. Our reforms to localise council tax support now give councils stronger incentives to support local firms, cut fraud, promote local enterprise and get people into work.</p><p> </p> more like this

The number of households in temporary accommodation is well below the peak over a decade ago, in 2005.</p><p>But temporary accommodation is an intermediate measure. This government changed the law to allow councils to place families in decent and affordable private rented homes. This means homeless households do not have to wait as long for settled accommodation, spending less time in temporary accommodation.</p><p>We have also replaced DWP’s Temporary Accommodation Management Fee with a Flexible Homelessness Support Grant which local authorities can use more strategically to prevent and tackle homelessness. This amounts to £402m over the two years from 2017/18.</p><p>This government is implementing the most ambitious legislative reform in decades, the Homelessness Reduction Act, which significantly reforms England’s homelessness legislation, ensuring that more people get the help they need earlier to prevent them from becoming homeless in the first place.</p><p>The Act places duties on local authorities to intervene at earlier stages to prevent homelessness in their areas. It also requires local authorities to provide new homelessness services to all those affected, not just those who are protected under existing legislation.</p><p>I will place detailed figures in the Library of the House.</p><p> </p>
