star this property answer text <p>Zero hours contracts are a small but important part of the UK’s flexible labour market. This Government is committed to putting more power into the hands of individuals and businesses to find and create work that suits their personal circumstances.</p><p> </p><p>The Government has widened the ban on exclusivity clauses, to contracts where the guaranteed weekly income is equivalent to or below the Lower Earnings Limit of £123 a week. The reforms ensure that workers in this group that have exclusivity clauses can top up their income with extra work if they choose.</p> more like this

star this property answer text <p>Both the Government and independent research have identified that zero hours contracts are beneficial for the labour market as they allow flexibility for both employers and individuals. The latest figures show that only 2.4% of the UK’s workforce are on a zero hours contracts because, for that small proportion, that may be the right contract for them.</p><p> </p><p>In the Review of Modern Working Practices, Matthew Taylor said that banning zero hours contracts altogether “would negatively impact many more people than it helped&quot;. We agree with his assessment and have committed to bring forward legislation to introduce the right to request a more predictable and stable contract for all workers, including those on zero hours contracts. This will allow individuals and businesses to strike the right balance between flexibility and job security.</p> more like this

star this property answer text <p>This Government is clear that zero hours contracts should not be considered as an alternative to proper business planning or used as a permanent arrangement if it is not justifiable. They play a small but important part in the labour market, allowing flexibility for both employers and individuals. People on zero-hour contracts make up less than 3 per cent of the workforce and almost 70 per cent are happy with the number of hours they work, according to the latest ONS Labour Force Survey research (March 2015).</p><p>In May 2015 Government banned the use of exclusivity clauses in zero hours contracts so that people cannot be prevented from looking for or working elsewhere when their employer does not guarantee work.</p><p>Matthew Taylor in his Review of Modern Working Practices has proposed some reforms around zero-hour contracts and Government will consider the whole report carefully and make a full response later this year.</p> more like this

star this property answer text <p>Zero hours contracts were considered as part of the Review of Modern Working Practices and we agree with the review in concluding that banning zero hours contracts altogether “would negatively impact more people than it would help”.</p><p> </p><p>The review, and Government, recognises that zero hours contracts have an important part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>We have published our response to the review which commits to firm action and future legislation where appropriate. This includes a commitment to provide a right to request a more predictable contract for all workers, including those on zero hours contracts. We have also agreed to ask the Low Pay Commission to consider higher minimum wage rates for workers on zero hours contracts for non-guaranteed hours.</p><p> </p> more like this

Stakeholders representing workers stated that if a worker is raising an issue in this area, then it is often alongside a range of other concerns such as a reduction in shifts, short notice cancellation of shifts, or payment below National Minimum Wage, therefore, individuals may be more likely to raise a dispute in relation to another point of law rather than these regulations specifically.</p> more like this

star this property answer text <p>Zero-hour contracts provide workers with greater flexibility to adjust their working hours and take on multiple jobs if they wish to do so. The Government introduced a ban on exclusivity clauses for zero-hour contracts in 2015.</p><p> </p><p>We monitor the available data on zero-hours contracts on an on-going basis. According to the ONS published data, the estimate of the number of people on zero-hour contracts looking for an additional job in July – September 2022 is based on a small sample size and should be used with caution. The ONS also caution against comparing consecutive three-month periods when data is not seasonally adjusted.</p> more like this

As announced in the Queen’s Speech we will be bringing forward an Employment Rights Bill to deliver the greatest reform of workers’ rights in over 20 years.</p><p>These reforms include taking firm action to tackle what Matthew Taylor termed one-sided flexibility, where some businesses have transferred too much business risk to the individual, sometimes at the detriment of their financial security and personal well-being.</p><p>We will also give all workers the right to request a more stable contract, which aims to encourage conversations between employers and businesses.</p> more like this

star this property answer text <p>Zero hours contracts are an important part of the UK’s flexible labour market, for both employers to manage changing demand and for individuals who may need to balance work around other commitments such as childcare and study.</p><p> </p><p>The Government has made good progress in bringing forward measures that add flexibility for workers while ensuring the protection of employment rights including banning exclusivity clauses in Zero Hours Contracts in 2015. In 2020, the Government introduced the right for all workers to receive a day one written statement of rights, setting out leave entitlements and pay. This ensures all workers have transparent information about their employment relationship.</p> more like this
