star this property answer text <p>This paragraph refers to a method of averaging data over time rather than selecting information. This method has been used by the Buildings Research Establishment where raw test data cannot be used directly in its methodology for assessing Flue Gas Heat Recovery Systems. This is because the raw data would create anomalous fluctuations in the temperature gradient due to measurement uncertainty in the individual readings. This approach will be considered as part of the review.</p><p> </p><p>The Department is in the process of procuring a third-party organisation to carry out the review. Our aim is to have the review completed around the turn of the year. However, this is subject to the detailed requirements identified by the reviewing organisation, such as the extent of laboratory testing required. Manufacturers will be informed of the outcome of the review when it concludes.</p> more like this

star this property answer text <p>The Government has supported a number of measures and programmes to support the production and use of renewable energy and infrastructure. The Government has committed to making up to £557 million available for further Contracts for Difference auctions to bring forward large-scale renewable projects and introduced the Smart Export Guarantee in June, to ensure that generators are paid for excess energy they export back to the grid from 2020.</p><p> </p><p>On 7 March, the Government announced the Offshore Wind Sector Deal, which will build on the UK’s global leadership in offshore wind and support the delivery of up to 30GW of offshore wind by 2030 in Great Britain; enhancing growth in the regions while continuing to reduce costs. We are also investing over £3 billion to support low-carbon innovation in the UK up to 2021, to ensure that the UK continues to reap the benefits from the transition to a low carbon economy. Previous schemes for renewable electricity include the Renewable Obligation and the Feed-in Tariff Scheme.</p><p> </p><p>Energy policy is devolved matter in Northern Ireland.</p><p> </p><p>The Government continues to support the production and use of renewable heat with the current Great Britain Renewable Heat Incentive. There is a separate Northern Ireland Renewable Heat Incentive scheme.The GB Renewable Heat Incentive supports the installation of renewable heat equipment in every region of Great Britain. To the end of June 2019, the RHI had supported 70,642 domestic, and 19,455 non-domestic installations.</p><p> </p><p>The Government has also launched the Heat Networks Investment project (HNIP) - a major Government project which will invest up to £320m of capital funding in heat network projects in England and Wales. HNIP funds are specifically offered as ‘gap funding’ through a combination of grants and loans and the scheme will be open for applications for a period of up to three years.</p><p> </p><p>Previous schemes for renewable heat include Clear Skies, the Low Carbon Building Programme, the Green Deal, and the Renewable Heat Premium Payment scheme.</p><p> </p><p> </p>

Decisions on the future funding for the RHI will be set out in the Spending Review.</p><p> </p><p>The government is committed to phasing out installation of fossil fuel heating in buildings not connected to the gas grid during the 2020s. As announced by the Chancellor in the Spring Statement, Government also intends to introduce a Future Homes Standard by 2025, for new build homes to be future-proofed with low carbon heating and world-leading levels of energy efficiency.</p> more like this

star this property answer text <p>As part of the UK government’s climate change preparations for a no deal scenario:</p><p> </p><ul><li>The Government has prepared to maintain GHG emissions Monitoring, Reporting and Verification arrangements by laying two EU Exit Statutory Instruments (SIs) in Parliament which amend the GHG Emissions Trading Scheme regulations and related EU legislation which would be carried over into UK law by the Withdrawal Act.</li><li>A Carbon Emissions Tax was established through the Finance Act 2019, which will commence from 4 November in the event the UK leaves the EU ETS under a No Deal scenario.</li><li>We laid an SI on 8 March 2019 to fix legislative deficiencies in domestic law for Eco -design and Energy Labelling, and we will be laying a further SI to account for regulations that have come into force since 29 March.</li><li>A UK energy label generator was made available on GOV.UK on 4 April 2019 to enable UK-only suppliers to generate compliant energy labels in the event that the EU label generator becomes inaccessible following the UK’s exit</li></ul>

star this property answer text <p>The Government has passed legislation which will enable the continued operability of the Feed-in Tariffs scheme, Contracts for Difference scheme, and the Renewables Obligation in the event of a no deal exit from the EU.</p><p> </p><p>In the Clean Growth Strategy, government confirmed it would be making up to £557 million (2011/12 prices) of annual support available for further Contracts for Difference, providing industry with the certainty they need to invest in new projects.</p><p> </p><p>The Department’s guidance states that in a no deal scenario, the government has legislated to ensure that Renewable Energy Guarantees of Origin issued in EU countries, including for combined heat and power will continue to be recognised. This will allow electricity suppliers to continue to use EU Renewable Energy Guarantees of Origin and will ensure that existing supply contracts are not compromised, in so far as these contracts depend upon Renewable Energy Guarantees of Origin. This position will be kept under review.</p>

star this property answer text <p>The Pipe-lines, Petroleum, Electricity Works and Oil Stocking (Miscellaneous Amendments) (EU Exit) Regulations 2018 were laid before Parliament in December 2018 and will enter into force following the UK’s withdrawal from the EU. The Regulations will ensure that the relevant regulatory regimes for oil and gas licensing, environmental protection and oil stocking remain effective and appropriate post-EU exit. They will not result in any additional burdens on industry as they will simply fix ‘post-exit’ deficiencies within a suite of existing legislation.</p><p> </p><p>The existing UK Compulsory Oil Stocking regime will continue to operate in the event of a no deal, but the EU obligations within this system will cease to apply. Several bilateral agreements are in place with other EU Member States to help ensure that the system continues to be flexible and robust.</p><p> </p><p>The Department engages regularly with the oil and gas sector on EU exit issues.</p> more like this

star this property answer text <p>The Private Rented Sector (PRS) Minimum Energy Efficiency Standard regulations require rented properties that are legally required to have an Energy Performance Certificate (EPC) to meet a minimum standard of EPC band E, except where an exemption applies. There are no blanket exemptions in the PRS regulations for Houses of Multiple Occupation (HMOs) however, where rooms are let individually, there is currently no requirement for an EPC to be issued. Government launched a Call for Evidence on EPCs in July last year where we outlined suggestions for improvement. We welcomed views on whether a HMO without an EPC should be legally required to have one when a room in that property is marketed for rent. We are currently analysing EPC Call for Evidence responses and intend to publish a summary of responses to the Call for Evidence in due course.</p> more like this

star this property answer text <p>The Government has made significant progress in decarbonising the electricity sector. Around a third (33%) of the electricity generated in 2018 came from renewables, up from 29.3% in 2017.</p><p> </p><p>Support provided to renewables through a range of policies such as the Renewables Obligation, the Feed-in Tariff, and Contracts for Difference has resulted in a diverse mix of renewable technologies. This includes wind, solar, hydro, bioenergy and more.</p><p> </p><p>In order to meet our net-zero ambitions, we will continue to support the roll out of new renewables generation. We announced last year our intention to hold CfD allocation rounds around every 2 years which could see 1-2 gigawatts of new offshore wind every year in the 2020s.</p> more like this

However, given that skills and related issues in Scotland are devolved these issues are a matter for the Devolved Administration.</p><p> </p><p>BEIS Ministers and officials meet regularly with the oil and gas industry. For example, I met a range of oil and gas industry representatives and a member of the Scottish Government during a visit to Aberdeen on 2 September 2019. star this property answer text <p>The Feed-In Tariffs scheme was introduced to support the widespread adoption of proven small-scale low-carbon electricity generating technologies. The scheme was intended to give the wider public a stake in the transition to a low-carbon economy and in turn foster behavioural change that would support the development of local supply chains and reductions in energy costs. To date the scheme has supported over 830,000 installations, or 6 GW of capacity.</p><p> </p><p>The Renewable Heat Incentive (RHI) is the world’s first long-term financial support programme for renewable heat. The RHI pays participants of the scheme that generate and use renewable heat, or that provide green gas to the gas grid. Under the RHI, the Government has supported over 71,500 homes and over 19,500 businesses, schools, farms and other organisations to install new low carbon heating systems, and these numbers continue to grow (in August 2019 there were over 1,100 domestic applications to participate in the scheme). We estimate that by 2021 the RHI will have supported 21.4 terawatt hours of renewable heat generation. This is equivalent to the annual gas consumption of over 1.6 million households.</p><p> </p><p>In January 2020 the government is introducing a new Smart Export Guarantee, which will ensure that homes and businesses who export their surplus low carbon electricity to the grid can receive payment from their energy suppliers.</p>

star this property answer text <p>Green finance, including green mortgages, has the potential to play a vital role in the transition to a net zero economy. In the Building a Market for Energy Efficiency call for evidence we sought evidence on the barriers to the uptake of energy efficiency, including access to finance. The responses we received showed that while some green finance products are already available, for the most part these remain specialist products and are not yet widely offered. Based on the responses received, in the Green Finance Strategy we announced a £5 million Green Home Finance Innovation Fund that will support the development and piloting of innovative green finance products and committed to consult on requirements for lenders to support homeowners to improve the energy efficiency of homes in their portfolios. We have also ensured that Energy Performance Certificate data is available to support financial institutions in product development.</p> more like this
