	answer	answer is ministerial correction date of answer 26/02/2018 answer text <p>Zero hours contracts were considered as part of the Review of Modern Working Practices and we agree with the review in concluding that banning zero hours contracts altogether “would negatively impact more people than it would help”.</p><p> </p><p>The review, and Government, recognises that zero hours contracts have an important part to play in a modern, flexible labour market and benefit those who cannot or do not want to work in a regular contract.</p><p> </p><p>We have published our response to the review which commits to firm action and future legislation where appropriate. This includes a commitment to provide a right to request a more predictable contract for all workers, including those on zero hours contracts. As these regulations require manufacturers to ensure that washing machines they place on the market are safe, this means any filter used in the product must also be safe. 	answer	answer is ministerial correction date of answer 19/01/2018 answer text <p>The Government does not make assessments of the impact bank, post office, building society branch, or pub closures have on the sustainability of high streets. While the decision to close a branch remains a commercial judgement for individual banks and building societies, the impact on communities must be understood, considered and mitigated where possible.</p><p>The industry’s Access to Banking Standard, launched in May 2017, commits banks and building societies to ensure personal and business customers are better informed about branch closures and the reasons for them closing, along with the options they have locally to continue to access banking services, including specialist assistance for customers who need more help. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.</p><p>99% of banks’ personal and 95% of banks’ business customers are now able to withdraw cash, deposit cash and cheques, and make balance enquiries at a Post Office counter via its network of 11,600 branches. At Autumn Budget 2017, the then Economic Secretary to the Treasury wrote to the Post Office and UK Finance to ask them to raise public awareness of the banking services available at the Post Office for individuals and SMEs.</p><p>Since 2010, Government has invested over £2billion in to the Post Office network, with a further £370m announced on 20 December. This has led to the most stable number of branches in the network for decades.</p><p>The Post Office continues to meet its access criteria with 99.7% of the total population living within 3 miles of a Post Office.</p><p>The Government recognises the importance of pubs to communities and the high street. To support pubs and local industries, and recognising that alcohol duties already rose by inflation earlier this year, my right hon. Friend the Chancellor announced at Autumn Budget 2017 that he was freezing all alcohol duties. Pubs play an important role in local communities and help promote responsible drinking. Freezing beer duty rates this year helps pubs: the British Beer and Pub Association (BBPA) estimate around two thirds of the alcohol sold in pubs is beer. At Spring Budget 2017, the Chancellor announced a package of support for pubs in England with their business rates. This provided a £1,000 discount to all pubs with a rateable value of less than £100,000. This scheme was extended by an additional year into 2018/19 at Autumn Budget.</p><p>Additionally, the Chancellor brought forward the planned switch in the indexation of business rates from RPI to CPI by two years to 2018. This will benefit all businesses on the UK high street and represents a cut in business rates every year from April 2018. This will build upon the work conducted to target sectors and employers advertising unpaid internships online. We are already doing a lot for small and medium sized (SMEs) enterprises in the West Midlands.</p><p>Growth Hubs help simplify the business support landscape, providing joined up access to the full range of local and national support programmes (public and private). Since their launch, the six Growth Hubs in the West Midlands have engaged and supported over 37,500 businesses; delivered over 2,200 intensive assists; and helped over 1,850 individuals to start a business.</p><p>Businesses in the West Midlands can also access national support through GOV.UK and the Business Support Helpline.</p><p>British Business Bank programmes are currently facilitating over £629m to 3,493 businesses in the West Midlands. In addition the Start Up loans programme has issued 4,421 loans to value of over £30m.</p><p>The West Midlands also forms part of the Midlands Engine. A key part of the Government’s strategy for fuelling growth in the region is the £250m Midlands Engine Investment Fund, which aims to transform the finance landscape for smaller businesses in the Midlands, accelerate economic growth and promote job creation. The Fund launched its first wave, £120m of Debt and Small Business funds, in August 2017.</p><p>Alongside this, the Government is working with the European Union to agree a deal on an implementation period and future partnership following the UK’s exit in order to ensure a smooth and orderly transition for businesses. Friend, the Secretary of State for Business, Energy and Industrial Strategy, and I are working to ensure information is provided to SMEs in the Carillion supply chain in a timely manner.</p><p>The Secretary of State has chaired two meetings of a taskforce to advise on the impact on small businesses affected by the Carillion insolvency on 18 and 22 January. The taskforce’s attendees included representatives from leading business bodies, the construction trade sector, unions, banks and government.</p><p>In addition I have met leading business and construction trade bodies, representing Carillion’s sub-contractors, on 3 occasions in the last 10 days to understand the impact of Carillion’s insolvency on the supply chain, and agree actions that could be taken to mitigate this. It is our intention to continue to meet regularly with this group on an ongoing basis.</p><p>The Secretary of State and I met major high street lenders on 17 January 2018 to seek assurances that they will not penalise small businesses affected by Carillion’s liquidation. Lenders are contacting customers and, where appropriate, are putting in place emergency measures, including overdraft extensions, payment holidays and fee waivers to ensure those facing short term issues can be helped to stay on track. These include a network of 38 Local Growth Hubs, run in conjunction with the Local Enterprise Partnership, to help businesses of all sizes and in all sectors to access support.</p><p>Information is published online by the Insolvency Service for employees, creditors and suppliers affected and seeking advice. It is for SMEs to choose the sources of advice best-suited to them. For many businesses this will be their accountant and three accountancy bodies (the ICAEW, ICAS and ACCA) offer a Business Finance Advice scheme through which businesses can receive expert advice on start-ups, finance and business planning.</p><p>The ICAEW in collaboration with the British Business Bank and a wide range of partners from the finance industry and business community have created the Business Finance Guide, which provides relevant and up-to-date information on business finance options. This is widely publicised through both public and private sector advisers.</p><p>Once an entrepreneur has identified the type of finance they are seeking, the Better Business Finance service from trade body UK Finance enables them to find a suitable provider and the website Business Banking Insight provides information on quality of service, which is particularly difficult for SMEs to determine. The increase in HM Revenue and Customs’ enforcement resources has enabled an increase in the number of compliance officers available to investigate NMW abuses.</p><p> </p><p>The penalty regime has been significantly strengthened in recent years. The Government raised the penalty calculation up to 200% in 2016; this was previously 50% and more recently 100%. Government has been engaging and will continue to engage with industry to ensure that this access is maintained.</p><p>LINK, the main scheme behind the UK’s ATM network, has assured us that industry is committed to maintaining an extensive network of free-to-use cash machines, and to ensuring that the present geographical spread of ATMs is maintained. LINK intends to bolster its Financial Inclusion Programme, which ensures the provision of ATMs in areas of deprivation, where demand would not otherwise make one viable, and has also committed to protecting all free-to-use ATMs which are a kilometre or more from the next nearest free-to-use ATM.</p><p>The Payment Systems Regulator (PSR), which Government set up as an independent regulator in 2015 with a statutory objective to ensure that the UK’s payment systems work in the interests of their users, is monitoring developments within ATM provision, and is conducting ongoing work on the impact that changes may have. This programme has already seen over 7,000 of the network’s branches modernised, delivering benefits to customers, including much longer opening hours and improved branch environments.</p><p> </p><p>It has also seen around 3,000 branches designated as ‘Community Branches’. These are typically ‘the last shop or service in a village or community’, providing vital access to Post Office services in areas which are mostly remote, rural or urban deprived. Community Branches are benefitting from continuing to receive a fixed element of remuneration from Post Office, and do not receive Government funding directly. A further company entered into administration on 15 December 2017. Matthew Callaghan, Ian Green and Zelf Hussain of PWC were appointed joint Administrators.</p><p>Around 2,500 staff were subject to immediate redundancies with around a further 450 retained to assist the Administrators in managing the business to an orderly closure.</p><p>Administrators are not required to apply for financial assistance in such cases. Where an employer enters into formal insolvency, with subsequent job losses, and there is a shortfall of redundancy, notice, wages, holiday pay and pension contributions to employees, the Insolvency Service’s Redundancy Payments Service is in place to process those claims and make payments in accordance with the statutory limits.</p><p>As at 12th January 2017, 2,384 claims had been received, out of an expected total of 2,959. Approximately 80% of claimants received some form of payment before Christmas. We will also offer support for SMEs in future sectors to tackle barriers growth. This will include a further £900m in the Industrial Strategy Challenge Fund for start-ups that are developing new propositions that respond to key global challenges</p><p>The Government also provides support to start-up businesses across England through GOV.UK and the Business Support Helpline. In addition we have funded the provision of tailored advice and support through the Coventry and Warwickshire Growth Hub and across the Midlands via the establishment of a Growth Hubs in each Local Enterprise Partnership area.</p><p>The Coventry and Warwickshire Growth Hub provides support to businesses in Coventry and includes a number of bespoke business support schemes for start-ups.
