star this property answer text <p>The Church Commissioners have made an emergency loan to help address the cashflow challenges at Peterbourough Cathedral. In addition to this financial assistance, they have also actively supported and continue to support the Cathedral and Chapter by giving practical assistance, for example helping the Chapter evaluate options for staff restructuring and its property sale programme.</p><p> </p><p>The Bishop of Peterborough has launched a visitation which will include a review of financial management and overall governance of the cathedral. The Commissioners are assisting in this process and I am happy to say that governance is improving and Chapter is beginning to address its budget deficit.</p><p> </p> more like this

star this property answer text <p>In addition to the answer given on 13 October 2016 to question <a href="https://emea01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fchurchinparliament.org%2F2016%2F10%2F13%2Fchurch-commissioner-question-peterborough-cathedral%2F&amp;data=01%7C01%7Candrew.brown%40churchofengland.org%7C4f0f3753a86545fcf95b08d467bc9066%7C95e2463b3ab047b49ac1587c77ee84f0%7C0&amp;sdata=b97HMUIkpaSHfbHQjypadEUYk23Q%2F1DHerUyF8wuEmg%3D&amp;reserved=0" target="_blank">47672</a>, on 6<sup>th</sup> January 2017 the Bishop of Peterborough issued a visitation charge to the Cathedral Chapter and published his directions to improve governance at the Cathedral. <br>These include:</p><ul><li>A greater degree of accountability for the Chapter</li><li>More involvement of the diocese, especially concerning financial oversight</li><li>The Bishop has the right to attend Chapter meetings, receive meeting minutes and regular financial reporting</li><li>Chapter members will receive increased training to prepare them for their role</li></ul><p>The full charge from the Bishop can be found <a href="http://www.peterborough-cathedral.org.uk/userfiles/bishops-charge.pdf" target="_blank">http://www.peterborough-cathedral.org.uk/userfiles/bishops-charge.pdf</a></p><p>One of the Cathedral Chapter's actions to address its financial difficulties has been to implement an orderly and phased property sales programme. Several properties are now under offer which will enable Chapter to reduce its borrowings and associated interest payments imminently.</p><p>A new Cathedral Management Team has been established to direct business activities and the Cathedral also plans to hold more events to raise income.</p>

star this property answer text <p>The Church Commissioners have two strategic land sites at Peterborough; Paston Reserve and Norwood. Both sites are allocated as residential urban extension sites in Peterborough City Council’s adopted Core Strategy and Site Allocations Development Plan Documents. It is the Commissioners’ intention, over the long term, to make these sites available to facilitate the delivery of housing and other infrastructure.</p><p /> <p>The construction of Paston Reserve, which has planning permission for over 1,000 houses, local facilities (including a primary school), open space and other infrastructure, began in 2014. The first residential phase of development comprises 87 houses and the first houses on site were sold by the developer, Keepmoat Homes, in early 2015. Discussions in regard to a second phase of development on the site are underway and it is expected that work on site will commence in late 2016.</p><p /> <p>With respect to Norwood, the Commissioners worked with the local planning authority through the development plan process, which saw the site’s allocation for 2,300 new houses, and are committed to bringing forward the land for development. Pre-application work is currently being progressed with the other landowners across the site and initial discussions have been had with Peterborough City Council about the site’s delivery and potential timescales for an outline planning application.</p><br />

star this property answer text <p>The Church Commissioners are involved in the development of Paston Reserve in Peterborough. Within the development there is provision for a site and financial contributions towards the delivery of a primary school site as outlined within the agreed Section 106 legal agreement that accompanied the planning permission, and that was varied by agreement with the Council in 2010. The Section 106 agreement provides that the primary school site must be delivered prior to any house occupation on the third phase of development on the site and also outlines the trigger points at which the financial contributions for the school will be provided.</p><p /> <p>Based on these legal requirements, the land for the primary school site at Paston Reserve has not been provided yet, because the site has not progressed to a third phase of development. The first phase on the site is still under construction, and as outlined in our response to the hon. Gentleman’s question [3389] answered on the 29 June 2015, the second phase of development is likely to commence at some point in 2016. The development remains in accordance with the legal provisions of the Section 106 agreed with Peterborough Council.</p><br />

star this property answer text <p>Land at Paston near Peterborough is in the ownership of The Church Commissioners for England, Taylor Wimpey plc and the Homes and Communities Agency. The joint owners are in discussions with a house builder regarding the sale of a further phase following the success of Phase 1. Those discussions are ongoing. It is the Church Commissioners’ hope that these discussions can be concluded as quickly as possible. No timetable is currently available but all parties, including the prospective purchaser, are in regular contact and appraised as to progress.</p> more like this
