Member's Parliamentary Question of 29 November is attached.</p><p> </p><p>Professor Sir Ian Diamond | National Statistician</p><p>The Lord Leong CBE</p><p>House of Lords</p><p>London</p><p>SW1A0PW</p><p>08 December 2022</p><p> </p><p>Dear Lord Leong,</p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking why international students have been included in our net migration figures (HL3844).</p><p>Statistics on long-term international migration produced by the Office for National Statistics (ONS) are estimated in accordance with international standards. The United Nations definition of a long-term migrant is: “A person who moves to a country other than that of his or her usual residence for a period of at least a year (12 months), so that the country of destination effectively becomes his or her new country of usual residence[1] .” International students will typically live in the UK for more than a year, and so meet the definition of a long-term migrant.</p><p>However, we recognise this definition is narrow and doesn’t always meet user needs. We have plans to explore alternative definitions, including estimating net migration by reason, such as study[2] . We do not collect the information requested on political affiliation, nor do we monitor areas of residence after an award is bestowed.</p><p> </p><p>In supporting the levelling up agenda, Her Majesty’s Government would like to see representation in the honours system from across the whole of the United Kingdom, reflecting the extraordinary contributions made across the country.</p><p> </p><p>Data is collected using the county that the recipient gives as their correspondence address; this is usually their current home address and does not necessarily reflect their area of origin.</p><p> </p><p>The percentage of BD22 recipients living in each region by level is attached.</p><p> </p><p>The Government publishes honours transparency data broken down by both town/city and county. Data is collected using the county the recipient gives as their correspondence address (usually their home address rather than their places of origin). This data relates only to the main Prime Minister’s List and does not include data from the Defence List or the Overseas and International List, which are not administered by the Cabinet Office. The cost has fallen from last year, and the cost represents just 0.08 per cent of the Civil Service pay bill.</p> more like this

star this property answer text <p>Regulation 113 of the Public Contract Regulations requires all contracting authorities to pay undisputed invoices within 30 days and ensure this payment term is passed down the supply chain.</p><p> </p><p>Where undisputed invoices are not paid within 30 days, interest becomes payable as set out in the late payment legislation. Under the Late Payment of Commercial Debts (Interest) Act 1998, suppliers can claim statutory interest, and debt recovery costs, on invoices not paid within the agreed period.</p><p> </p><p>The Department for Business, Energy &amp; Industrial Strategy have published a user guide on the late payment directive and a copy is attached.</p><p> </p><p> </p><p> </p> more like this
