Any changes to alcohol duties need to take account of a wide range of factors, including the Exchequer impact, the impact on businesses and consumers, public health and the distributional impact of reform.</p><p> </p><p>Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. It is vital that these interests are heard as we enter the negotiations. Officials from the Department for Exiting the European Union have already engaged with child and youth advocacy groups and will continue to do so in the coming weeks and months as part of our strategy to ensure that a wide range of stakeholder perspectives are factored into our approach to exit.</p><p>The UK has a longstanding tradition of ensuring that our rights and liberties are protected domestically and of fulfilling our international human rights obligations. The decision to leave the EU does not change that.
