Local authorities have a duty to support neighbourhood planning and are also required to fund the independent examination and referendum. The Department commissioned a consortium led by Locality to deliver a £10.5 million support programme for 2013-15, which provides help and assistance on neighbourhood planning, including direct support from specialist planning advisors, a telephone advice service and a range of support materials on the <a href="http://www.mycommunityrights.org.uk/" target="_blank">http://www.mycommunityrights.org.uk</a> website. Planning Aid England, which is part of this consortium, also offers some free advice on neighbourhood planning.</p><p> </p><p>The Department also published planning guidance earlier this year to provide further advice on neighbourhood planning. These measures are working. Women now account for 22.8% of board members in FTSE100 companies, up from 12.5% in February 2011.And there are no all-male boards in the FTSE 100 down from 21 in 2011.</p><p> </p><p> </p><p> </p><p>We do not collect statistics for, and FTSE 100 companies do not have to report on, the number of disabled or ethnic minorities on their boards.</p><p> </p><p> </p><p> </p><p>In September 2014 The Financial Reporting Council published an updated UK Corporate Governance Code, including changes to the preface highlighting the importance of diversity on the board. This data does not identify the perpetrator. answer	answer is ministerial correction date of answer 23/10/2014 answer text <p>The Government is not notified of every case when a child is removed overseas by a relative, therefore we cannot provide accurate figures for abducted children. There are a number of steps that left behind parents can take if their child is taken overseas without their consent and we urge parents to contact the relevant desk officer in the Foreign and Commonwealth Office’s Consular Directorate country casework teams who can provide further assistance. <br><br>The UK lobbies countries that are not signatories of the 1980 Hague Convention to sign it. If a child is removed to a country that is a signatory of the Hague Convention there are systems in place to help secure the child’s return. Stafford has benefitted from a number of support schemes. The Start-Up Loan Scheme has provided business advice and 16 loans with a value of almost £60,000 to people starting a business. answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>We have introduced a £1 billion business rate support package for 2014-15 including:</p><p> </p><p>– a 2% cap in the Retail Price Index increase in the small business rates multiplier;</p><p>– a retail discount of £1,000 for around 300,000 shops, pubs and restaurants with rateable values below £50,000;</p><p>– a 12 month extension of small business rate relief doubling, benefitting over half a million businesses;</p><p>– a 50 per cent discount for new occupants of long-term vacant shops, and;</p><p>– allowing ratepayers to pay bills over 12 instalments.</p><p> </p><p>As outlined in the Written Ministerial Statement of 18 September 2012, Official Report, Column 32WS, the Department no longer publishes statistics by government office region. Additionally, the Department does not collect data on a constituency basis, but Barnsley East constituency lies entirely within the Barnsley Metropolitan District.
