answer text <p>The Government announced on 5 December that Allan Cook CBE DSc has been appointed as the new Chair of HS2 Ltd. Mr Cook is a chartered engineer with more than 40 years’ international experience in the infrastructure, automotive, aerospace and defence industries.</p><p> </p><p>HS2 has made impressive progress in the past 18 months. The regeneration of the West Midlands and Curzon Street in Birmingham are now well underway.</p><p>HS2 Ltd continues to work with its supply chain partners ahead of main construction work on Phase 1, and is working to deliver services from London to Birmingham from 2026 in line with the target delivery date.</p> more like this

We are determined to deliver HS2 within that and HS2 Ltd has been set an ambitious target of commencing HS2 Phase One services in 2026. answer text <p>The Crossrail Annual Update to Parliament was laid on 24 July 2018. A Crossrail Update was also presented to Parliament on 26 October 2018.</p><p> </p><p>A further update on Crossrail was also provided on 10 December 2018 on the funding and financing arrangements for the final stages of the project.</p><p> </p><p>We have committed to update parliament annually, at least, on progress with High Speed 2. The last update was on 11 October 2018 via a Written Ministerial Statement. The government will also be publishing schedule details as part of the Full Business Case for Phase One due in 2019.</p> more like this

answer text <p>We are aware of reports of rockets allegedly containing a toxic substance being fired in Aleppo and are seeking further information. No fatalities have been reported. We call on all parties to support the experts of the Organisation for the Prevention of Chemical Weapons (OPCW) as they look into these allegations. As a result of UK-led action, the OPCW is putting in place attribution arrangements to identify the perpetrators of the use of chemical weapons in Syria. If the OPCW was to determine that a chemical weapon was used in this instance, it would be able to examine who was responsible. We condemn the use of chemical weapons in all circumstances and will continue to work with partners, including through the UN and OPCW, to ensure that the international norm against the use of chemical weapons is upheld.</p> more like this

answer text <p>The UK's full diplomatic network is actively engaged on securing a united international response. The Foreign Secretary, in his statement on 26 November, condemned Russia's aggressive actions and their forcible seizure of the Ukrainian vessels and their crews. He called on the Russian Federation to ensure freedom of passage through the Kerch Strait and for the exercise of restraint. We have been clear through the UN, OSCE, EU and NATO that Russia must release the vessels and their crew. The UK continues to express its full support for Ukraine's sovereignty and territorial integrity within its internationally recognised borders and territorial waters. Our Ambassador to the Ukraine has been actively engaging with the Ukrainian Government, including the Foreign Ministry, Defence Ministry and the Navy.</p> more like this

answer text <p>​In response to Russian aggression, the Ukrainian Rada (parliament) adopted a law on 26 November on the approval of a Presidential Decree on the introduction of Martial Law. The law came into force for a fixed period of 30 days from 28 November and applies in 10 border regions. We welcome President Poroshenko's reassurances that martial law will not be used to restrict the rights and freedoms of Ukrainian citizens and that full mobilisation will only be considered in case of further Russian aggression. The UK continues to provide support for transparency and accountability through electoral reform in Ukraine, including technical assistance for reform of the Central Election Commission. We welcome the Ukrainian Parliament's resolution this week confirming Presidential elections will proceed as scheduled on 31 March 2019. We also welcome the President's assurances that he is actively seeking to ensure that community elections scheduled for 23 December can proceed as planned.</p> more like this

answer text <p>The agreement preserves the economic and constitutional integrity of the United Kingdom, upholds the Belfast (Good Friday) Agreement, and ensures people and businesses that rely on an open border between the Northern Ireland and Ireland can continue living their lives and operating as they do now. It does so through a temporary single UK-EU customs territory or through an option to extend the implementation period for a short period of time until the new economic relationship is in place.</p><p>The Government is clear the backstop is an insurance policy that no-one ever wants to come into effect. Both the UK and the EU are fully committed to having our future relationship in place by 1st January 2021 and the Withdrawal Agreement has a legal duty on both sides to use best endeavours to avoid the backstop ever coming into force. Despite this, if the future relationship is not ready by the end of 2020, the UK would not be forced to use the backstop. The UK would have a clear choice between the backstop or a short extension to the Implementation Period. If the backstop was entered into, the legal text is clear that it should be temporary and that the Article 50 legal base cannot provide for a permanent relationship. There is also a termination clause, which allows the backstop to be turned off when we have fulfilled our commitments on the Northern Ireland border, and there is a unilateral right to trigger a review through the Joint Committee and the ability to seek independent arbitration if the EU does not use good faith in this process.</p>
