answer text <p>The Government considers the safety of passengers on the railway to be of paramount importance. The British Transport Police (BTP) is committed to providing policing services that meet the needs of all passengers and people who work on the railways. In line with the College of Policing’s National Hate Crime Strategy, BTP is working with partners to reduce hate crime and the harm that it causes, increasing the confidence of victims to report, and to identify and prosecute those who commit such crimes.</p><p> </p><p>BTP will also work with Train Operating Companies and Network Rail to improve awareness, vigilance and reporting on hate incidents, and to identify locations and patterns.</p> more like this

answer text <p>It is for the operators of the relevant franchises to take steps to improve customer satisfaction and deliver the requirements set out in their respective Franchise Agreements.</p><p> </p><p>Gatwick Express and Southern are operated as part of the Thameslink Southern and Great Northern franchise operated by Govia Thameslink Railway (GTR). The Franchise Agreement includes a Passenger Experience Metric which was developed for this franchise to measure, reward and incentivise good levels of customer satisfaction. GTR failed to meet its benchmark for cancellations set out in its Franchise Agreement. In order to address the poor performance, the Department issued GTR with a Remedial Plan Notice that requires them to set out the measures they will take to improve their performance. GTR submitted its Remedial Plan and discussions are on-going to ensure the plan is robust. Once the measures are agreed they will become contractually binding through a Remedial Agreement.</p><p> </p><p>This year GTR will introduce new trains on the Gatwick Express service, replacing the current 25-year-old trains with a fleet better suited to the needs of airport passengers.</p><p> </p><p>The Southeastern franchise includes a financial penalty regime if the operator does not achieve the National Rail Passenger Survey (NRPS) benchmarks for stations, train services and customer service. We will review performance against these benchmarks in March 2016, and any penalties incurred must be re-invested into raising passenger satisfaction, with plans agreed by the Department.</p><p> </p><p>The Department has no plans to take over either of these franchises.</p><p> </p>

answer text <p>Highways England are aware of a problem with the underlying road construction of the M180 east of junction 4, which affects the ride quality on that section of the motorway. Highways England has carried out, and will continue to carry out, surface repairs to ensure the road surface remains safe and serviceable. In the longer term, substantial reconstruction works will be required to prevent the recurrence of these problems and investigations into this are being undertaken.</p> more like this

answer text <p>The Department for Transport is contributing over £6 billion to the Local Growth Fund in this parliament. This is already helping to fund over 300 road improvement schemes in Local Enterprise Partnerships’ programmes. Local Enterprise Partnerships will soon have the opportunity to make further bids to the Local Growth Fund for new projects, including a £475m element for very large major transport schemes. answer text <p>The Department does not monitor costs for airport parking. Airports are private commercial enterprises operating in a competitive market. Any charges the airport wishes to pass on to passengers or visitors (including car parking) is solely a matter for the airport to manage and justify.</p><p> </p><p>In terms of train travel, we recognise the pressure on hardworking families and have put a stop to above inflation (RPI) increases in regulated fares until 2020, extending the policy of a cap at RPI +0% for regulated rail fares we introduced in 2014. This will save the average season ticket holder £425 in this Parliament and means average earnings are outstripping rail fare increases for the first time in a decade.</p><p> </p><p> </p> more like this
