Where credible allegations of human rights violations are made in connection with any UK overseas security assistance, we reserve the right to immediately withdraw support.</p><p>I am deeply concerned by allegations of human rights abuses by Bangladeshi law enforcement including extra-judicial killings and enforced disappearances. If an individual who is wanted by the ICC enters the United Kingdom, we have a legal obligation to arrest and surrender that individual in accordance with the International Criminal Court Act 2001. All State Parties to the ICC have a similar legal obligation to arrest and surrender an ICC-indicted individual if they enter their territory. The United Kingdom regularly raises the importance of cooperation between the ICC and States Parties to the Rome Statute (most recently on 12 December at the UN Security Council). The British Government is in close contact with the Ethiopian authorities to seek more information on what this will mean in practice, including for British nationals currently imprisoned in Ethiopia. The UK has repeatedly raised human rights concerns with the Ethiopian government, including around the arrest and imprisonment of people for their political views.</del></p><p> </p><p><ins class="ministerial">Her Majesty's Government Communications Centre (HMGCC) follows government best practice in working to clear and strong management guidelines and performance objectives, and in the allocation of resources with an organisational strategic plan.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In line with its strategic plan, individual members of staff agree their objectives on an annual basis, and their performance is assessed regularly against a range of standard and professional competencies. Managers are given appropriate training and have full access to internal guidance and external best practice.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">HMGCC ensures that it maintains rigorous financial management and that resources are used fully in a timely and appropriate manner. HMGCC adheres to HMT's fees and charges guidance, Managing Public Money, relevant accounting and audit standards and other appropriate HMT guidance. I raised human rights, including the case of Liu Xia, in my meeting with Vice Foreign Minister Wang Chao the following month.</p><p>At the most recent UK-China Strategic Dialogue in December 2016, the Foreign Secretary raised a range of human rights issues with his counterpart State Counsellor Yang Jiechi.
