answer text <p>The 16 to 19 Bursary Fund was introduced in September 2011. It provides financial support to young people who face significant financial barriers to participation in education or training post-16.</p><p> </p><p>An independent evaluation of the Bursary Fund commenced in April 2012 and runs until early 2015. The two strands of the evaluation examine, firstly, the effectiveness of its administration by schools, colleges and providers, and secondly, its impact on participation and attainment, especially for the poorest and most disadvantaged young people.</p><p> </p><p>There are two published process reports on the administration of the scheme, which include results from institutional and student surveys. An interim impact report has also been published. answer text <p>With more than 4 million properties across England subject to a long lease, leaseholders are a vital part of a growing housing market.<br><br>This Government has already increased protections for leaseholders, with limits being placed on the amount of service charges recoverable from local authority leaseholders where the works are funded by Government grant, as well as a requirement for every property manager to belong to an approved redress scheme. We will now work closely with the Competition and Markets Authority to consider what further support the Government can offer.<br><br></p><p>Housing is a devolved issue for Wales. I understand that the Competition and Markets Authority will be pursuing the issues arising out of its market study separately with the Welsh Government.</p> more like this

answer text <p>The Government conducted an impact assessment on raising the national speed limit for heavy goods vehicles over 7.5 tonnes on dual carriageway roads. The impact assessment has been deposited in the libraries of both Houses, and has been published on the GOV.UK website at:</p><p><a target="_blank">https://www.gov.uk/government/consultations/increased-speed-limit-for-heavy-goods-vehicles-over-75-tonnes-dual-carriageway</a></p><p> </p><p>The impact assessment outlines that based on observed speeds, taken from National Statistics, heavy goods vehicles on dual carriageway roads travel at an average of 53mph in free-flow conditions. On motorways, the HGV speed limit is 60 mph but the average speed travelled by heavy goods vehicles is also 53mph.</p><p> </p><p>We believe that professional HGV drivers are likely to have the same behavioural response to road conditions as car drivers, and will drive at the same speed or more slowly on dual carriageways than on motorways. It is implausible that HGVs would choose to drive faster on dual carriageways than on motorways. In addition, HGVs are required by EU Directive 2002/85/EC to fit speed limiters to vehicles set at 56mph.</p><p> </p>

answer text <p>The Government has not made a formal assessment of the Welsh Government’s initiative on free breakfasts in primary schools.</p><p> </p><p> </p><p>Provision of breakfast was one of the issues considered in the independent School Food Plan. In response to the Plan’s recommendations, the Government is now funding the setting up of self-sustaining breakfast clubs in 184 schools in England which have free school meal entitlement of 35% or higher.</p> more like this

answer text <p>The Government has not made an assessment of the level of unauthorised overdraft fees charged by banks in the United Kingdom.</p><p> </p><p> </p><p> </p><p>In November 2011, the Government announced an agreement with the major current account providers to enable customers to control their account and to take action to avoid unarranged overdraft charges.</p><p> </p><p> </p><p> </p><p>The Office of Fair Trading found in January 2013 that there had been a significant reduction in bank fees and charges since their 2008 market study, and estimated that there had been an annual saving of £928million for consumers as a result.</p><p> </p><p> </p><p> </p><p>On 6 November 2014, the Competition and Markets Authority (CMA) announced its decision to launch an in-depth market investigation into the supply of retail banking services to personal current account customers and to small and medium-sized enterprises in the UK. The CMA have indicated that they will obtain information and analyse the level of transparency in relation to pricing including on penalty charges, quality and service across banks.</p><p> </p>

answer text <p>The government recently published the National Infrastructure Plan 2014, setting out the government’s record on delivery since 2010 and a clear plan for each of the economic infrastructure sectors. It is underpinned by a pipeline detailing £466 billion of planned public and private investment to 2020 and beyond.</p><p> </p><p> </p><p> </p><p>The government does not hold data on the exact number of jobs associated with infrastructure projects in London, many of which will be delivered by the private sector. However, government analysis based on ONS data suggests that infrastructure investment could directly support 5,000 construction jobs for every £1bn spent, as well as many more indirect jobs.</p><p> </p> more like this
