answer text <p>During my recent visit to Israel and the Occupied Palestinian Territories, I visited the E1 area and met members of the Bedouin community living there who face relocation by the Israeli authorities. They told me that they had no wish to leave, and expressed their fears of being forcibly transferred to make way for the construction of Israeli settlements. Such a move would seriously threaten the possibility of a contiguous Palestinian state, and according to the UN would be contrary to international humanitarian law. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion, and the UK is working closely with other Member States to that end.</p> more like this

answer text <p>Officials from our Embassy in Tel Aviv discussed Israel’s cooperation with the UN Commission of Inquiry and meeting international standards of accountability as a whole with the Director of International Law at the Israeli Ministry of Foreign Affairs on 30 September. Officials have also lobbied Israeli Cabinet Ministers, the National Security Council and Ministry of Foreign Affairs, Members of the Knesset and Knesset officials, for Israel to address the international community’s concerns over the deaths of over 2000 Gazans.</p><p>We are pressing Israel to demonstrate accountability for its actions during the recent Gaza conflict. The Israel Defence Forces have launched a number of internal processes to investigate specific cases of engagement, and the Israeli State Comptroller has launched an investigation into the Government’s conduct. We will watch these closely. But there will also be international procedures which must examine the actions of both Hamas and Israel. Both sides should cooperate with the Commission of Inquiry set up by the UN Human Rights Council, which must itself be independent and balanced in its approach.</p>

answer text <p>We remain deeply concerned about the situation in Gaza. We call for an immediate de-escalation and restoration of the November 2012 ceasefire, to avoid further civilian injuries and the loss of innocent life.</p><p>The United Kingdom does not believe that imposing a blanket arms embargo on Israel would promote progress in the Middle East Peace Process. All countries, including Israel, have a legitimate right to self-defence, and the right to defend its citizens from attack. In doing so, it is vital that all actions are proportionate, in line with International Humanitarian Law, and are calibrated to avoid civilian casualties.</p><p>Export licence applications to all countries continue to be considered on a case by case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking into account the circumstances prevailing at the time of application. In view of the situation in Gaza, we are keeping all licence applications under review to ensure that all our decisions remain consistent with our human rights commitments and all applicable criteria. If a decision is taken to suspend or revoke licences we will announce this to Parliament, and where possible we will do this in concert with our EU partners.</p>
