answer text <p>The new joint HMRC and Border Force strategy to tackle illicit tobacco was published earlier this year, ‘<a href="https://www.gov.uk/government/publications/stubbing-out-the-problem-a-new-strategy-to-tackle-illicit-tobacco/stubbing-out-the-problem-a-new-strategy-to-tackle-illicit-tobacco#:~:text=HMRC%20launched%20its%20first%20strategy,%25%20over%20the%20same%20period" target="_blank">Stubbing out the problem</a>’. answer text <p>The UK has some of the highest tobacco duty rates in the world, payable at £316.70 per thousand cigarettes, plus 16.5% of the retail price and £412.32 per kilogram for hand rolling tobacco. These have helped to support a significant fall in smoking prevalence over the last 10 years to 11.9%. The Chief Medical Officer considers them a key part of the wider anti-smoking strategy.</p><p> </p><p>The government is also funding more smoking cessation services. This includes providing an additional £70 million per annum for local Stop Smoking Services, working to ensure all NHS hospitals offer 'opt-out' smoking cessation services and delivering the national Smoke-free Pregnancy Financial Incentives scheme and the Swap to Stop scheme.</p><p> </p><p>As with all taxes, the Government keeps tobacco duty rates under review during its Budget process.</p> more like this

answer text <p>As announced by the Prime Minister on 4 October 2023, the Government is creating the first smokefree generation, by bringing forward legislation so that children turning 14 this year or younger will never be legally sold tobacco products. This will prevent future generations from ever taking up smoking, as there is no safe age to smoke. We believe these are an effective way of encouraging smokers to switch to less harmful alternatives.</p><p> </p><p>Non-tobacco nicotine and vaping products are currently subject to the standard rate of VAT at 20%. answer text <p>Passengers travelling from the EU may bring an unlimited amount of tobacco for heating into the UK without paying duty, provided it is for their own personal use.</p><p>Most passengers travelling from outside the EU may bring tobacco for heating products into the UK up to the value of £390. Passengers travelling by private plane or boat are only entitled to an allowance of £270.</p><p>The Government’s future approach is subject to the outcome of negotiations with the EU.
