answer text <p>The Barnett formula determines changes in devolved administration funding for responsibilities that are devolved in Scotland, Wales and Northern Ireland.</p><p> </p><p>The UK Government is responsible for heavy rail infrastructure across England and Wales so spends money on this in Wales rather than funding the Welsh Government to do so.</p><p> </p><p>This is consistent with the funding arrangements for all other policy areas reserved in England and Wales as set out in the Statement of Funding Policy. For example, the Welsh Government similarly does not receive Barnett funding in relation to UK Government spending on prisons in England because the UK Government also funds prisons in Wales directly.</p><p> </p><p>The UK Government’s existing rail investment in Wales includes upgrading the signalling on the Cambrian Line, developing upgrades for Cardiff Central Station, re-opening Bow Street Station, and the electrification of the Severn Tunnel.</p> more like this

answer text <p>The Integrated Rail Plan (IRP), published in November 2021, set out a £96 billion package to improve rail connections across the North and Midlands over the next 30 years.</p><p> </p><p>Autumn Statement 2022 confirmed the Government’s commitment to delivering the Northern Powerhouse Rail core network, as set out in the IRP. This includes building 40 miles of new high-speed line between Warrington, Manchester and Yorkshire, and upgrading and electrifying the rest of the route between Liverpool and York, as well the existing line between Leeds and Bradford.</p><p> </p>The IRP is the largest ever single Government investment in the rail network and is expected to start delivering benefits from as early as this decade. more like this

answer text <p>The government will provide better rail connectivity between northern cities, and between London, the Midlands and the north. The Treasury is working closely with the Department for Transport and across government on the Integrated Rail Plan.</p><p> </p><p>This will set out how best to scope, sequence and deliver Northern Powerhouse Rail and other major Network Rail programmes.</p><p> </p><p>The government is committed to transport improvements in West Yorkshire, which has received over £300m in local transport funding.
