<p>The Government uses a graduated VED system to encourage the uptake of cars with
low CO<sub>2</sub> to help meet our legally binding climate change targets.</p><p>
</p><p>In July 2019 the Government announced that the UK will use Worldwide harmonized
Light vehicles Test Procedures (WLTP) to measure vehicle carbon dioxide (CO<sub>2</sub>)
emissions from 1 April 2020 for VED.</p><p> </p><p>WLTP is a laboratory test which
is used internationally, and aims to accurately reflect real world driving conditions.
Its implementation will strengthen the link between vehicle taxation and the true
environmental impacts of motoring.</p>
