answer text <p>HMRC is doing a great deal of work to make letters easier for customers to read and understand. This is part of the commitment in the HMRC Charter to make its services accessible, easy, and quick to use.</p><p> </p><p>HMRC has produced guidelines for its staff for writing to customers. The guidelines focus on avoiding unnecessarily formal or complex language. This includes using shorter, simpler Anglo-Saxon words rather than their more formal Romanised equivalents. For example, ‘need’, rather than ‘require’; ‘give’ rather than ‘provide’; and ‘help’ rather than ‘assist’.</p><p> </p><p>HMRC is also investing in writing skills training for staff to continue to improve the quality of customer letters across the department.</p><p> </p><p>HMRC has no plans to publish its standard letters as there are several thousands of them, the majority of which are tailored to specific circumstances.</p> more like this

answer text <p>At the recent Spending Review the government provided HMRC with funding to deliver the government’s ambition to build a modern digital tax and customs system as part of its Tax Administration Strategy.</p><p>Over the 3-year Spending Review period, HMRC will build on the success of the Making Tax Digital programme, helping to make tax simpler for businesses, reduce the scope for errors, and deliver the Single Customer Account, which will create a simpler, faster and better customer experience, allowing taxpayers to see and manage all their tax affairs in one place.</p><p> </p><p>HMRC was also given funding to modernise its IT systems and improve the quality, resilience and security of its digital services. This funding will reduce the risk of system failures, enhance the department’s ability to defend against cyberattacks and support the continued digitisation and modernisation of the tax system. It will also transform the way HMRC procures IT, creating more opportunities for smaller businesses to compete for contracts and deliver greater technological innovation.</p>

answer text <p>HMRC research shows that 97 per cent of small businesses and landlords within the scope of Making Tax Digital (MTD) have access to a compatible device on which to operate it. For MTD for Income Tax, HMRC research shows that 52 per cent of businesses in scope incorporate spreadsheets and 22 per cent incorporate software into their recordkeeping practices. In September 2021, the Government announced businesses would have an extra year to prepare for MTD for Income Tax. Free software will be available for the smallest businesses with straightforward affairs.</p><p> </p><p>Over a third of VAT registered businesses with taxable turnover below £85,000 <del class="ministerial">have</del> <ins class="ministerial">had </ins>already voluntarily chosen to join MTD for VAT, demonstrating that a modern and digital approach to managing tax can work for businesses of every size. HMRC <del class="ministerial">research</del> <ins class="ministerial">survey data from 2020 </ins>shows that around <del class="ministerial">80</del> <ins class="ministerial">61 </ins>per cent of VAT-registered businesses below the VAT threshold already employ<ins class="ministerial"> compliant software in readiness for MTD</ins> <del class="ministerial">a digital record-keeping system</del>. Online submissions for VAT returns have been mandatory for all VAT-registered businesses since 2010.</p>

answer text <p>The Government’s priority is to keep goods moving and avoid delays at the border. HMRC use a risk based and intelligence-led response to compliance issues, working alongside Border Force. HMRC, Border Force and other Government departments make targeted interventions. These are based on intelligence and threat assessment and will typically involve documentary checks and physical interventions, designed, wherever possible, to avoid delaying traffic flows across the border.</p><p> </p><p>Sanitary and phytosanitary checks on products of animal origin and live animals exported to the EU do not take place at GB ports. answer text <p>Export requirements for goods leaving the UK are covered by UK rules, not EU rules. Current EU import rules therefore do not require exit summary declarations on UK exports to the EU, although they may require an entry summary declaration to be made on EU systems pre-arrival.</p><p> </p><p>Since 1 January 2021, UK requirements to submit Safety and Security Exit Summary declarations have been in place. There was a temporary waiver that ended on 30 September 2021 which applied to two categories of exports only (empty pallets, containers and vehicles moved under a transport contract to the EU, and certain Roll on Roll Off movements). Annual outturn figures are therefore not yet available.</p><p> </p><p>We do not hold figures for the number of entry summary declarations required for UK exports to the EU as the management of EU import procedures is the responsibility of the customs authorities of the relevant EU Member States.</p> more like this
