answer text <p>Our Covid-19 interventions helped millions of people and businesses through the worst effects of the pandemic. The Government prioritised getting money to those who needed it, with the schemes designed to minimise fraud while not unnecessarily delaying payments.</p><p> </p><p>The Government has created the Public Sector Fraud Authority (PSFA), with £24.7 million of new funding in the current SR period to support public bodies and departments to better understand and reduce the impact of fraud.</p><p> </p><p>The Government also invested over £100 million over two years in the Taxpayer Protection Taskforce to combat fraud in the HMRC support schemes. Up to the end of September, HMRC has recovered overpayments or prevented payments being made of claims worth over £1.6 billion. HMRC is still committed to the recovery of Covid-19 support scheme error and fraud.</p><p> </p><p>The Government is also committed to bearing down on fraud in the Covid Loan Schemes. £13.2 million has been allocated to the National Investigation Service over three years to double their investigative capacity on Bounce Back Loans and fund enforcement activity. £10.9 million has been allocated to the British Business Bank over three years to boost their counter fraud and assurance programme.</p><p> </p>

answer text <p>Whilst the effective operation of the funding arrangements for the devolved administrations is monitored on an ongoing basis, the UK Government currently has no plans to undertake a formal review of the Barnett formula.</p><p>The Barnett formula is simple, efficient and provides a clear and certain outcome. For this reason, it has stood the test of time.</p><p>The Barnett formula ensures the same change in funding per person across the whole of the UK, while the underlying baseline funding reflects that needs are higher in Scotland, Wales and Northern Ireland.</p> more like this

answer text <p>In March 2021, the government announced the provision of £1.5 billion of additional support to businesses that had not already received business rates relief.</p><p> </p><p>The COVID-19 Additional Relief Fund (CARF) was designed to support businesses affected by the pandemic but that were ineligible for existing business rates support.</p><p> </p><p>The Fund was awarded via local authorities, taking into account the economic impact COVID-19 on specific sectors. Local authorities were best placed to design and deliver effective schemes due to their knowledge of their local economies and those businesses most impacted by COVID-19.</p><p> </p><p>Final data for CARF is not yet available, however voluntary data returns from local authorities in September 2022 show that nearly £1.2 billion (80%) of funding had been allocated by local authorities at that time, supporting over 230,000 businesses across the country. answer text <p>The Treasury recognises the vital role that non-banks, including Community Development Financial institutions (CDFIs), and challenger banks play in the provision of credit to SMEs. I would like to take the opportunity to reaffirm that the Government recognises the vital role that CDFIs play in the provision of credit to SMEs and is grateful for the way the sector has responded to the current crisis. It is worth noting the Government remains committed to promoting competition and widening the funding options available to UK businesses.</p><p> </p><p>Whilst there are no plans at this time to mandate large bank investment through social lenders like CDFIs, I should be clear that all lenders accredited under the government-backed Recovery Loan Scheme can benefit from the transfer and assignment of the guarantee, which is something that alternative lenders requested to support their ability to access funding.</p> more like this

answer text <p>The Term Funding Scheme (TFS) is a monetary policy tool of the independent Monetary Policy Committee (MPC) of the Bank of England. answer text <p>At this stage of the pandemic it is still difficult to provide the certainty the sector needs to plan. It is therefore not the right time to consider an insurance-based solution. However, we are closely monitoring the situation and as the public health situation improves and the path to re-opening becomes clearer, we will work with DCMS to review how to communicate that path and support the sector, including sporting events, to safely reopen.</p><p> </p><p>I am aware that many large events have long lead-in times, so potential support will need to be considered before public health restrictions are relaxed. Officials are working to understand what a viable roadmap would be for the reopening of the events sector and therefore the right point for considering potential support options, including insurance-based solutions.</p> more like this
