answer text <p>Government is committed to mental health support and suicide prevention. In September, the Department of Health and Social Care (DHSC) published the new <a href="https://www.gov.uk/government/publications/suicide-prevention-strategy-for-england-2023-to-2028" target="_blank">Suicide prevention strategy for England</a> and launched the <a href="https://www.gov.uk/government/publications/suicide-prevention-grant-fund-2023-to-2025" target="_blank">Suicide Prevention Grant Fund</a> which makes available £10 million from 2023 to 2025 to support suicide prevention. It is the responsibility of local integrated care boards (ICBs) to plan services to meet the needs of their communities, including deciding how much funding they provide for mental health services.</p><p> </p><p>It would not be appropriate to comment on the content of the 2023 Autumn Statement at this time.</p><p> </p> more like this

answer text <p>The government published the outcome of the public service pensions consultation on the methodology used to set the Superannuation Contributions Adjusted for Past Experience discount rate (SCAPE) on 30 March 2023. As a result, the previous guidance on setting the discount rates for calculating cash equivalent transfer values (CETV) payable by public service pensions schemes was suspended.</p><p> </p><p>Subsequently, on 27 April 2023 HM Treasury published new guidance for setting discount rates for calculating transfer values. It is now necessary for the Government Actuary’s Department (GAD) to calculate new actuarial factors to be used in the calculation of transfer values. GAD expects to provide these factors to administrators of public service pension schemes, by early summer. answer text <p>Some agencies may show the fees they receive from end clients for supplying a worker, and the deductions made from these fees, on the workers’ payslips. As this appears alongside a worker’s usual Income Tax and employee NICs deductions, it can incorrectly give the impression that the agency’s costs have been deducted from the worker’s wages as well as their own tax and employee NICs.</p><p> </p><p>In April 2020, the government introduced Key Information Documents for agency workers to set out details about their engagements, including rates of pay. This allows workers to see how deductions and fees are made through the labour supply chain and how this affects their gross pay and net pay, as well as details of holiday pay and other benefits.</p> more like this

answer text <p>Regulatory technical standards, known as Strong Customer Authentication (SCA), have been introduced across retail banking and payment services. These rules aim to ensure that the person requesting access to their account, or trying to make a payment, is either the account holder or someone to whom they have given consent. The Financial Conduct Authority (FCA) is responsible for supervising and enforcing the SCA technical standards. The FCA has a duty to regularly review these technical standards, and also has the power to amend them, subject to Treasury approval.</p><p> </p><p>FCA guidance expects firms to develop SCA solutions that work for all types of customer, encouraging firms to consider their impact on different groups as part of the design process, particularly those with protected characteristics. The FCA guidance also recognises that not all customers will have mobile phones or reliable mobile signal, and that payment service providers must therefore provide a viable means to authenticate customers in these situations. answer text <p>The Payment Systems Regulator (PSR) was established in 2015 with statutory objectives to promote competition, innovation and the interests of service users in payment systems, including card payment systems, with powers of supervision and enforcement in support of these objectives.</p><p> </p><p>With regards to interchange fees, the Government has legislated to ensure that these fees remain capped for UK domestic card transactions, where both the card issuer and acquirer are located in the UK, through the Interchange Fee (Amendment) (EU Exit) Regulations 2019 made under the European Union (Withdrawal) Act 2018. The levels of UK interchange fee caps are at the same levels as before the end of the Transition Period.</p> more like this
