answer text <p>The Northern Ireland Protocol was designed to protect the Belfast/Good Friday Agreement in all its dimensions and the gains of the peace process; prevent a hard border on the island of Ireland; and safeguard Northern Ireland’s place in the United Kingdom. For the Protocol to succeed, it must command the enduring support of all communities.</p><p> </p><p>The Government has provided a proposed work programme to the EU as the first step in working jointly to make progress across the full range of issues identified. Our priority is now to move those discussions forward, address concerns, and ensure the Protocol is given effect in the pragmatic and proportionate way intended.</p><p> </p><p>The Secretary of State for Northern Ireland and I continue to meet with community leaders to ensure that the views of people in Northern Ireland are heard throughout this process. Following an informal meeting between Maroš Šefčovič and Lord Frost on 15 April, the priority to engage jointly with the UK, with businesses and other stakeholders in Northern Ireland was reiterated, with meetings to be organised within the next fortnight.</p><p> </p>

answer text <p>The Health Minister, Robin Swann, is leading the response for health matters in Northern Ireland as health is a devolved matter, within the competence of the Northern Ireland Executive. This includes addressing how many general practitioners' (GP) practices have adopted electronic repeat dispensing (eRD).</p><p> </p><p>The UK Government encourages GP practices across the UK to use electronic repeat dispensing (eRD) where clinically appropriate and Academic Health Science Networks have been supporting this. answer text <p>The Secretary of State and I are working closely with the Northern Ireland Executive on the response to Covid-19.</p><p>As my Hon Friend will be aware, health is a devolved matter. The Covid-19 dashboard on the Department of Health’s website provides daily updates on the number of confirmed outbreaks in NI care homes. This dashboard is the responsibility of NI Statistics and Research Agency (NISRA) statistics within the Department of Health and can be found on the following link:</p><p><a href="https://www.health-ni.gov.uk/articles/covid-19-daily-dashboard-updates" target="_blank">https://www.health-ni.gov.uk/articles/covid-19-daily-dashboard-updates</a></p><p>Supporting the care home sector through this pandemic has been a critical part of the UK’s response, and while public health and social care are devolved, the UK Government has provided support to the Department of Health where necessary, including increasing testing capacity, with over 1 million tests provided under the national testing initiative, providing vaccines across the UK and supporting healthcare in Northern Ireland with over £3bn extra funding.</p><p>The UK Government is ensuring essential services are protected. That is why we have committed to offer the first vaccine dose to all those aged 80 and over, care home residents and staff, and frontline health and social care workers by 15 February, in line with advice from the Joint Committee on Vaccination and Immunisation.</p>

answer text <p>The Government is committed to developing hydrogen as a strategic decarbonised energy carrier for the UK. Low carbon hydrogen presents an opportunity for Northern Ireland, and the UK as a whole, to deliver against our clean growth goals – meeting our decarbonisation needs while capturing commercial opportunities. This is especially important as we support our economy to recover from Covid-19.</p><p /><p>To realise the opportunities from hydrogen we are undertaking a range of activities:</p><p> </p><ul><li>investing up to £121m in hydrogen innovation across the value chain;</li><li>developing business models to support the deployment of, and investment in, low carbon hydrogen production; and</li><li>a £100m Low Carbon Hydrogen Production Fund to stimulate capital investment.</li></ul><p> </p><p>The UK Government will be setting out further plans to support hydrogen across the UK in a comprehensive hydrogen strategy, intended to be published in early 2021.</p><p> </p><p>The Secretary of State for Northern Ireland and I have had discussions with Ministerial colleagues about the potential for Northern Ireland to play an important part in a hydrogen economy and I am looking seriously at how the Government can best support this.</p><p> </p><p>Officials from the Northern Ireland Executive, as well as Ryse/Wrightbus based in Northern Ireland, are engaged on the strategy through the Hydrogen Advisory Council – a joint government/industry partnership to inform strategy development and formalise engagement with industry.</p><p> </p>

answer text <p>The Abortion (Northern Ireland) (No. 2) Regulations 2020 provide an approval power for the Northern Ireland Department of Health to be able to approve the provision of abortion services in places other than those listed in the regulations. This includes being able to approve the home use for both stages of early medical abortions.</p><p> </p><p>We recognise that some groups have called for Government action on this matter, but this is a matter for the Department of Health to consider in commissioning services, consistent with the Regulations we made. We have not had any direct representations on this matter.</p><p> </p><p>The Regulations deliver rights that are equivalent in practice to the rest of the UK so that women and girls in Northern Ireland can enjoy similar rights in accessing abortion services locally going forward. We stand ready to provide whatever support we can to the Northern Ireland Minister of Health and his department to ensure full services are commissioned as soon as possible.</p><p><br> <br></p><p><br> <br> <br> <br></p>

answer text <p>I have written to - and had meetings with - the First and deputy First Minister on this issue and will continue to engage with the Executive as a matter of urgency to try and unblock progress.</p><p> </p><p>My officials have been offering support to assist the Executive Office in making progress on implementation.</p><p> </p><p>Victims have waited too long already and we will continue to prioritise supporting the Executive’s delivery of this scheme. The current framework provides a fair, balanced and proportionate basis for helping those who suffered most throughout the Troubles. It is therefore imperative that Sinn Féin enable the scheme to move forward by agreeing with all the other parties and designating a department.</p> more like this

answer text <p>Children who are victims or potential victims of trafficking and those who are separated often face great anxiety and uncertainty about their futures, as well as needing to navigate a number of unfamiliar processes to reach durable solutions about their future.</p><p> </p><p>I am aware of the regional service launched by the Northern Ireland Health and Social Care Board in early 2018 to support children in Northern Ireland who are victims of human trafficking and children who are separated from their families and their home countries. The Human Trafficking and Exploitation Act (NI) 2015, which was introduced to provide protection from traffickers and tackle modern slavery and exploitation, included a duty for the Health and Social Care Board to establish such a service and the service is delivered by Barnardo’s NI.</p><p> </p><p>The regional Independent Guardian Service is intended to strengthen the safeguarding arrangements to such children and specifically to assist, represent and support such children by listening to their views and making representation to, and liaising closely with all other agencies that fulfil key functions in the arrangements for their immediate and future care and protection.</p><p> </p><p>This issue is wholly devolved in Northern Ireland, and so it would not be appropriate to carry out an assessment or comparisons of the merits of the system.</p><p> </p><p> </p>
