Member in the time available before Prorogation.</del></p><p><ins class="ministerial">There are a range of sensitive policy issues to carefully work through in order to deliver regulations to provide access to abortion services in Northern Ireland by 31 March 2020 in Northern Ireland. This duty will come into effect if the Northern Ireland Executive is not restored by 21 October 2019. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Government officials including from the NIO have met some representatives of the medical profession and other stakeholders and will continue to do so in the weeks ahead.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">There will also be a period of consultation throughout this process for individuals in Northern Ireland as well as relevant organisations to provide input and views. The digital registration scheme has been in operation very successfully in the rest of the UK since 2014.</p><p> </p><p>The Chief Electoral Officer has conducted a successful procurement exercise to identify the preferred provider of a new electoral management system which will facilitate digital registration. He/she is supported by the employees of the Electoral Office for Northern Ireland who are recruited directly by the Chief Electoral Officer under s.14A of the Electoral Law Act 1962.</p><p>An initial resource budget (excluding depreciation) of £2,011,000 has been allocated to the Chief Electoral Officer. The Government is fully aware of the crucial importance of this legislation for combating terrorism in Northern Ireland. In November, the Home Secretary and I met to discuss the pre-legislative scrutiny process and the latest draft of the Bill that has been examined by the Joint Committee.</p><p>Between November and January, the Government provided detailed evidence to the Joint Committee, including the Home Secretary’s oral evidence given last week.
