answer	answer is ministerial correction date of answer 18/04/2019 answer text <p>In June 2018, the Government published its Female Offender Strategy which set out the vision to see fewer women coming into the criminal justice system, a greater proportion managed successfully in the community, and better conditions for those in custody.</p><p> </p><p>Since publishing the strategy, the Government has invested £5m to support community provision for female offenders and women at risk of offending. In December 2018, we published updated operational instruction and guidance with the ‘Women’s Policy Framework’ and we plan to publish a national concordat on female offenders this summer.</p><p> </p><p>In the strategy we committed to developing a ‘residential women’s centre’ pilot in at least 5 sites across England and Wales. We have recently concluded our first phase of consultation with stakeholders, partners and providers to inform our scoping and will continue to consult with partners as we refine the design and delivery of the pilot.</p><p> </p><p>We also look forward to receiving the findings and recommendations from Lord Farmer’s review on the importance of family ties for women in custody and community, which is due to be reported to Ministers in the coming weeks.</p> answering member constituency Charnwood answering member printed Edward Argar question first answered 18/04/2019 13:15:37 answering member 4362 label Biography information for Edward Argar

answer	answer is ministerial correction date of answer 27/03/2019 answer text <p>The Female Offender Strategy, published in June 2018, recognised the impact that trauma can have on female offending. We know that almost 60% of female offenders have experienced domestic abuse. It was also found in a 2005/6 prisoner survey that female prisoners who report having experienced abuse as a child are more likely to report suffering sexual abuse (67%) than male prisoners who have experienced abuse (24%).</p><p> </p><p>A key theme in our Female Offender Strategy, is the need for a joined-up and holistic approach to addressing the often-complex needs of female offenders, such as those provided by the multi-agency, Whole System Approach models. As part of the Strategy, we have invested £5m in community provision to support female offenders. This included £2 million to support female offenders who have experienced domestic abuse.</p><p> </p><p>In the Victims Strategy, published in September 2018, we consider the experience of female offenders and have committed to developing a victim’s pathway for female offenders in England.</p><p> </p><p>In Wales, we will also use trauma-informed approaches to support female offenders who are also victims and consider how we can intervene early for women who disclose they are victims of domestic abuse at the first point of contact with the justice system.</p> answering member printed Lord Keen of Elie question first answered 27/03/2019 17:30:22 answering member 4538 label Biography information for Lord Keen of Elie

answer	answer is ministerial correction date of answer 23/11/2018 answer text <p>As I said in the answer to 187366, our vision of residential women’s centres is new we are not aware of any past or existing provision which fully accords with it. We therefore did not fund any places in residential women’s centres in 2016.</p><p>The Government is looking to develop a residential women’s centre pilot in at least five sites across England and Wales as part of its commitments within the female offender strategy.The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences.We will take a consultative approach for designing and delivering the pilot models, engaging with potential providers, partners, and investors, both nationally and locally. answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The publication of the female offender strategy on 27 June is the start of a new and significant programme of work to deliver better outcomes for female offenders at all points of the justice system. It sets out our vision to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>Our vision for the ‘residential women’s centres’ pilot is the provision of an intensive residential support package in the community for women at risk of, or having served, short custodial sentences. The intention is to divert them from custody where appropriate and support them to address the underlying causes of their offending behaviour.</p><p> </p><p>We are not aware of any past or existing provision that fully accords with this, therefore we are unable to provide any information about how many places in women’s residential centres were funded by the Government in each year since 2010.
