answer	answer is ministerial correction date of answer 02/11/2017 answer text <p>Our prison estate reforms will benefit prisoners with mental health concerns through replacing up to 10,000 old and unsuitable places with modern and fit for purpose ones and through reconfiguration. This includes pushing ahead with plans to close or redevelop older prisons and open new accommodation in this parliament.</p><p>This will help deliver prisons that are safer and more secure, so our staff can work more closely with offenders to change their lives and turn their back on crime for good.</p><p>My Department has taken expert advice from clinicians, commissioners and social care experts on the design of the new prisons to ensure that we create the right environment for treatment and care. All clinical records, including on mental health are held by NHS providers. Information on individuals is shared between health providers and prison staff to promote safety and to protect life. My Department has established a working group to consider, with our partners in health and social care, how we can best meet the needs of this group, including those who have needs related to dementia.</p><p> </p><p>Prison staff already have the benefit of operational guidance to assist them in identifying and caring for men and women in prison with dementia.</p><p> </p><p>We are working to enhance our knowledge about the health and social needs of older prisoners. We are therefore issuing the rigid bar handcuffs to all front line staff who currently carry a baton. As part of the roll out, staff will be required to be trained in the use of the handcuffs which will be carried out during their annual control and restraint refresher training. We have begun the procurement of the new handcuffs and will deliver these, alongside the necessary training, to all frontline staff as quickly as practicable.</p><p>We are fully committed to addressing violence and assaults by increasing staffing levels and improving prisoner-staff relationships. We are making swift progress in strengthening the frontline, with 20,003 individual prison officers in post at the end of August – an increase of 1,290 since October 2016. Alongside this, we are moving to a new key worker model which will mean every residential prison officer supporting a caseload of around 6 prisoners.
